Government launches system and measures against manipulation of results in sport

The Federal Government began, this Tuesday (28), the II National Technical Meeting on Combating the Manipulation of Sports Results. The Ministry of Sports organizes the event in partnership with the Ministries of Finance and Justice and Public Security.

The meeting takes place until Thursday (30), at Esplanada dos Ministérios, in Brasília. The program brings together sports managers, betting operators, athletes and companies specializing in integrity.

The initiative seeks to expand the State’s joint action in preventing, detecting and combating match-fixing. This topic has gained recent relevance as it directly impacts the credibility of sports competitions.

The national secretary of Sports Betting and Economic Development of Sports, Giovanni Rocco, highlighted the institutional progress in combating this type of crime.

Rocco stated: “Today, sport in Brazil is more protected. We started practically from scratch and, in a short time, we placed the issue at the center of the national debate.

We act firmly, including with the CPI on the manipulation of games and sports betting, and we contribute to concrete changes, such as the inspection of illegal content on digital platforms. This demonstrates the Ministry of Sports’ commitment to integrity”

Rocco also highlighted the creation of Interministerial Ordinance MESP/MF/MJSP nº 1/2026. The standard establishes guidelines, governance and coordinated action by the State. The secretary also confirmed Brazil’s entry as an effective member of the Macolin Convention, being the first country outside Europe to join the initiative.

What measures reinforce the fight against match-fixing in sport

The director general of the Federal Police, Andrei Augusto Passos Rodrigues, highlighted the importance of joint action between public institutions in tackling the problem.

Rodrigues highlighted: “This meeting reaffirms the institutions’ commitment to this issue of the integrity of sport, sports betting and the fight against organized crime.

When different bodies act in an integrated manner, we achieve more effective results.

The event consolidates this cooperation and presents concrete deliveries, such as systems, manuals and courses that qualify professionals and strengthen the State’s response capacity”.

Among the deliverables presented is the Suspicious Bet Analysis System. The Federal Police developed the tool to cross-reference data and support investigations.

The event also marked the publication of the second edition of the National Manual to Combat Manipulation of Sports Results. The material brings together operational guidelines and action flows between institutions.

Another advance involves the launch of the first Distance Education course aimed at preventing and repressing this type of crime. The Public Security Secretariat developed the content to train agents across the country.

Structure integrates intelligence and coordinated actions

The director of the United Nations Office on Drugs and Crime in Brazil, Elena Abbati, positively assessed the advances presented during the meeting.

She stated: “I am very happy with Brazil’s progress. The creation of a working group, manual and public policy are examples of good international practices that can be taken to other countries.”

The meeting consolidates the National Ecosystem of Integrity in Sports Betting. The model articulates public institutions and strategic actors in an integrated structure.

In practice, the system combines intelligence, regulation and investigation. This format expands information sharing and strengthens the efficiency of actions.
