Loterj discusses VLT regulations with industry experts

The president of the Rio de Janeiro State Lottery (Loterj), Hazenclever Lopes Cançado, and the vice-president, Fabíola Esteves, received lawyer Roberto Carvalho Brasil Fernandes last Wednesday (16).

Meeting at Loterj headquarters

The meeting took place at the agency’s headquarters and focused on progress in the regulation of Video Lottery Terminals (VLTs).

During the meeting, the leaders discussed new ways to offer lottery products in the state. Attorney Alexandre Amaral Filho, a partner at Brasil Fernandes Advogados, also participated in the meeting. He has worked for years in legal defense of the gaming industry.

The experts acknowledged Loterj’s technical role in the modernization process. Furthermore, they highlighted its commitment to transparency and consumer safety.

The office team stated: “We must understand the VLT not as a new game, but as a new way of distributing existing lottery products. And Loterj has done excellent technical work, transparently and attentive to consumer safety.”

Hazenclever Lopes Cançado emphasized the importance of dialogue. “Our goal is to ensure responsible innovation, while maintaining legal certainty and compliance with regulations. Active listening from professionals with industry experience is essential to this.”

According to Fabíola Esteves, the state is making strategic progress: “Rio de Janeiro is at the forefront of lottery modernization. Regulating VLTs is another step toward diversifying access to our products with integrity and legality.”

Along the same lines, Alexandre Amaral Filho praised the Rio de Janeiro government’s performance. “Loterj’s proactive stance inspires confidence and contributes to a more solid and attractive environment for investment in the sector.”

Legal action in defense of state lotteries

The Brasil Fernandes Advogados law firm, founded in 2005, is known for its robust advocacy on behalf of the lottery industry. At the Federal Supreme Court (STF), the firm played a prominent role in the Claim of Noncompliance with a Fundamental Precept (ADPF) 493, which addressed the jurisdiction of states to operate lotteries.

This legal action helped to increase the number of state lotteries and strengthened the legal security of the sector in the country.
