The City Hall of Campinas (SP) plans to launch the Municipal Lottery (Locamp) in the second half of 2026. Under the law that created the service, three companies would be eligible to submit studies to operate the system. October is the deadline for selecting the operator responsible for the service.
Locamp may operate any lottery modality provided for in Brazilian legislation, which includes scratch cards, betting lotteries (such as Mega-Sena, Lotofácil, Quina), sports lotteries (such as Timemania), among other products.
According to the text creating Locamp, 13% of the revenue from the service will go to the City of Campinas, and the remainder, after deducting the value of maintenance expenses, will be profit for the winning company.
The administration explains that of the 13%, which will be allocated by right to the government, 12% will go to the departments of Social Assistance, Sports and Recreation, Culture, and Tourism. Therefore, the remaining 1% will go to the municipal Finance Department.
In August, the Campinas city government confirmed that three companies had qualified during the bidding process. Of these, two were disqualified for failing to submit the necessary documentation.
According to Aurílio Caiado, head of the city’s Finance Department, the requirements must be met. “The concession will be granted to the company that meets the requirements of suitability, technical capacity, and financial capacity,” he explained.
However, there is no forecast for the city hall to collect revenue from the municipal lottery.
Understand the Locamp process
