The Municipal Chamber of Caucaia (CE) approved, in an extraordinary session this Tuesday (8), the implementation of the Municipal Lottery of the People of Caucaia.

The measure, requested by the Executive, aims to increase public revenue, allocating resources to essential areas such as health, education, social assistance, culture and rural development.

Therefore, revenue is collected through the charging of lottery services, including direct action on betting platforms, known as bets.

Criteria for the operation of the Caucaia Municipal People’s Lottery

In the same bill, council members established strict criteria for the operation of these platforms, in addition to prohibiting the operation of unauthorized companies. The proposal follows the Supreme Federal Court (STF) ruling, which recognized the jurisdiction of municipalities to manage and operate local lottery services.

With this authorization, Caucaia begins regulating the sector, seeking legal certainty and fiscal transparency. Thus, the approved text includes guidelines to ensure the proper allocation of collected funds.

Thus, rules are in place to prevent gambling addiction, which is the compulsive gambling habit. Furthermore, there is an emphasis on combating the activities of illegal platforms, which, according to lawmakers, strengthens the sector’s control in the city.

According to the project’s guidelines, operations must prioritize clarity in public accountability, ensuring the population can monitor the use of resources.

Statements by the Mayor of Caucaia

According to Mayor Naumi Amorim, the initiative represents an administrative advance and contributes to the responsible management of gambling. “I have complete confidence in the work of the deputy mayor, who has dedicated herself with zeal and responsibility to our city,” the mayor stated. He emphasized that the legal adjustment is in line with national modernization efforts in this sector.

During the same session, the Chamber approved two other Executive projects, including authorization for the mayor to be absent from the country between July 9 and 15 and the technical cooperation agreement with the National Union of Municipal Education Councils (UNCME), through the Municipal Department of Education.

In expressing gratitude for the approval of the projects, Naumi Amorim emphasized the importance of collaboration between the various branches of government. “I thank the council members for their commitment to Caucaia. They have been responsive to the approval of projects that bring progress to our city.”
