Paraguay approves regulatory change for gaming market

Law 7348/2025 amends and expands the existing legislation (Law 1016/1997) on gaming in Paraguay. This amendment establishes a regulatory framework for private gaming operators in the country, both online and in land-based spaces.

Paraguay took steps to end its gambling monopoly in late 2024, when the Chamber of Deputies approved changes to previous laws. At the time, deputies argued that “the exploitation of national gambling would be carried out exclusively through public tender.”

The new laws focus on updating, modernizing and strengthening the regulation of the gaming sector in Paraguay. From now on, a more transparent and efficient regulatory framework is created.

The changes formally established the National Gaming Commission (Conajzar), a decentralized body under the National Tax Revenue Directorate (DNIT). This entity will increase the regulator’s powers, giving them jurisdiction over the competitive market.


The country hopes the measure will increase the sector’s contributions.

Player protection is a priority, says Paraguayan regulator

The new rules allow private operators to enter the country’s gaming market. Previously, companies could only gain access through a bidding process.

According to Conajzar president Carlos Liseras, Paraguay presents itself as an attractive market for private companies. “In addition to the fact that Paraguay has a law on ending the gambling monopoly, the tax burden is the lowest in the region and Paraguay has become an important country to visit,” he said.

Liseras also highlighted that protecting minors from the harmful effects of illegal gambling was the main motivation for changing the law.

“In terms of protecting national and foreign investment from those involved in the operation of games of chance authorized by the regulatory entity, this provides legal security to the aforementioned investors.”

The role of the gaming regulator in Paraguay

The changes to the law clarified Conajzar’s responsibilities, which include authorizing the operation of gaming and issuing regulations at the national, state and municipal levels.

Conajzar is now responsible for approving new types of games and sanctioning companies that operate outside the new rules.

Conajzar may also request assistance from DNIT to coordinate the process of approval, control and inspection of bids and concessions received by the State.

A representative from DNIT will serve on the new regulator, while representatives from governments, the Ministry of the Interior and the Directorate of Charity and Social Assistance will also participate.

The DNIT, in turn, will conduct comprehensive reviews of the gaming regulations approved by Conajzar, as well as the terms and conditions prepared by the regulator for bidding or concessions. Without the approval of the DNIT, the processes conducted will be considered invalid and will not produce legal results.

Liseras revealed that state gaming contributions in Paraguay reached a record $PYG 175.8 billion (US$21.9 million) in 2024, a figure he predicts will be surpassed now that Conajzar is under DNIT control.
