The topic returned to debate after the presentation of<strong> Complementary Bill 6\/2026<\/strong>, filed by councilor <strong>Lino Bispo (PL).<\/strong> <\/p>\n\n<p class=\"wp-block-paragraph\">The proposal provides for the repeal of<strong> Complementary Law 694<\/strong>, sanctioned on <strong>September 23, 2025<\/strong>, responsible for establishing the public municipal lottery service.<\/p>\n\n<p class=\"wp-block-paragraph\">The case draws attention because<strong> Lino Bispo <\/strong>himself supported the creation of the lottery during the vote on the project in the Chamber in 2025. Now, however, the parliamentarian defends the repeal of the legislation based on the understanding of the <strong>Federal Supreme Court (STF)<\/strong> on the exploitation of lottery services in the country. <\/p>\n\n<p class=\"wp-block-paragraph\">According to the justification presented in the project, <strong>Federal Law No. 13,756\/2018<\/strong> expressly authorized the exploration of lotteries only by states and the Federal District. In this way, municipalities would not have legal authorization to operate in this segment. <\/p>\n\n<p class=\"wp-block-paragraph\">Furthermore, the text argues that this legal understanding bars <strong>S\u00e3o Jos\u00e9 dos Campos<\/strong> from receiving municipal lottery proceeds.<\/p>\n\n<h2 class=\"wp-block-heading\">How was the lottery voting in S\u00e3o Jos\u00e9 dos Campos<\/h2>\n\n<p class=\"wp-block-paragraph\">The creation of the Municipal Lottery was approved by the Chamber in 2025 by <strong>16 votes in favor<\/strong> and <strong>five against<\/strong>. At the time, the project generated debates among councilors as it involved public fundraising and the exploitation of betting in the municipality. <\/p>\n\n<p class=\"wp-block-paragraph\">Councilors <strong>Claudio Apolin\u00e1rio (PSD)<\/strong>, <strong>Fabi\u00e3o Zagueiro (PSD),<\/strong> <strong>Gilson Campos (PRD)<\/strong>, <strong>Juliana Fraga (PT)<\/strong>, <strong>Lino Bispo (PL),<\/strong> <strong>Marc\u00e3o da Academia (PSD)<\/strong>, <strong>Marcelo Garcia (PRD)<\/strong>, <strong>Milton Vieira Filho (Republicans)<\/strong>, <strong>Rafael Pascucci (PSD)<\/strong>, <strong>Renato Santiago (Uni\u00e3o)<\/strong>,<strong> Roberto do Eleven (PSD)<\/strong>, voted in favor.            <strong>Rog\u00e9rio da Acasem (PP)<\/strong>, <strong>Senna (PL)<\/strong>,<strong> Sidney Campos (PSDB)<\/strong>, <strong>Thomaz Henrique (PL)<\/strong> and <strong>Z\u00e9 Lu\u00eds (PSD).<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">On the other hand, councilors <strong>Am\u00e9lia Naomi (PT),<\/strong> <strong>Carlos Abranches (Citizenship),<\/strong> <strong>Fernando Petiti (PSDB),<\/strong> <strong>Roberto Chagas (PL) <\/strong>and <strong>S\u00e9rgio Camargo (PL)<\/strong> voted against.<\/p>\n\n<p class=\"wp-block-paragraph\">Currently, the project that proposes the repeal of the<a href=\"https:\/\/igamingbrazil.com\/en\/lottery-en-2\/2026\/05\/20\/mega-sena-30-years-can-pay-r300-million-and-enter-the-historical-top-10\/\"> lottery<\/a> is still being processed at the <strong>S\u00e3o Jos\u00e9 dos Campos City Council.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The S\u00e3o Jos\u00e9 dos Campos (SP) City Council began analyzing the possible repeal of the law that authorized the creation of the Municipal Lottery in the city.
