The growth of betting has raised legitimate concerns about manipulation of results, harassment of athletes, leakage of internal information and conflicts of interest”, he points out.

According to Gama, MESP Ordinance No. 27/2026 of April 1, 2026, which regulates sports modalities and sports entities that can be subject to fixed-odd bets on real sports-themed events, was another important institutional advance by officially recognizing electronic sports within the regulated fixed-odd sports betting market (Bets).

“The sector has matured a lot in recent years and today there is a greater concern with sporting integrity, codes of conduct, match monitoring and education of players and organizations. There is still a lot to evolve, especially in smaller championships and scenarios without a professional structure, but the topic is no longer secondary. Competitive integrity has become a central issue for the credibility of the ecosystem”, he declares.

However, Gama explains that the structure created by the Ordinance itself generates a complex debate about the concentration of power within electronic sports. “Although publishers cannot grant exclusivity to a single betting operator, they remain responsible for authorizing which championships may or may not receive legalized sports betting,” he adds.

Gama is also Coordinator of the Lusófona Network of Electronic Sports Researchers (RELUPE) portal and Consultant to the OAB-RJ Esports Law Commission. How does this impact the esports scene?

Carlos Gama: The International Olympic Committee (IOC) is building its gradual rapprochement with the entire electronic sports community, but there are still many internal disagreements about the model, governance, publishers, intellectual property and even about which games could be part of a competition linked to the IOC.

The possible closure of the Esports Commission demonstrates precisely this difficulty in finding a consensus. Of course, this generates an important symbolic impact, because an eSports Olympics would have a huge institutional weight for the sector. But, at the same time, the global esports ecosystem already has its own dynamics, with publishers, leagues, franchises, organizations, sponsors and consolidated audiences. So I don’t believe in a weakening of the competitive scenario because of this.

In practice, the market continues to grow regardless of the Olympic movement. What changes is the speed of institutional and political recognition in some countries. Furthermore, it is important to understand that there is today a very strong movement involving so-called virtualized sports and simulated sports. Several sports already have championships and tournaments taking place around the world, many of them organized in partnership with traditional sports entities.

In Brazil, for example, we will have the Virtual Table Tennis championship coordinated by the Brazilian Table Tennis Confederation (CBTM). Virtual football has also been promoted by the Brazilian Football Confederation (CBF) in addition to virtual cycling and virtual rowing tournaments that already take place and are linked to national and international entities: international cycling and rowing federations and national cycling and rowing confederations in partnership with the Brazilian Olympic Committee (COB).

And when we look at Brazilian academic production focused on Olympic electronic sports, we realize that studies on gamification, virtual rowing and virtual cycling began to gain strength from research groups linked to Olympism studies, especially at the State University of Rio de Janeiro (UERJ) and the Federal University of Espírito Santo (UFES). These research groups are pioneers in bringing electronic sports, technology, education and innovation closer together within the Brazilian university environment.

In my view, this model tends to consolidate itself in the coming years: traditional sports federations and confederations taking on the institutional management and management of virtualized, simulated and gamified esports through partnerships with publishers and developers. This is perhaps today the most solid and sustainable way of bringing traditional sports and electronic sports closer together. Within this context, the Olympic movement continues to be extremely relevant. In Brazil, the Brazilian Olympic Committee (COB) already has a management structure aimed at promoting Olympic Esports, which demonstrates that the topic continues to advance institutionally.

Esports at COB. Photo: Reproduction / COB

iGaming Brazil: In Brazil, was there already any organization in the competitive scene aiming at eventual participation in the event? Or was this movement still poorly consolidated?

Carlos Gama: There are initiatives underway, mainly in the institutional and federative debate. Some Brazilian entities were already discussing representation criteria, formation of teams and possible models of international qualification. But it is important to understand that the Olympic eSports project itself is not yet completely structured internationally.

In Brazil, this movement has been gaining momentum within the traditional sporting ecosystem itself. The Brazilian Olympic Committee (COB), for example, already has esports management in its structure, which demonstrates that the topic is no longer just a peripheral discussion and has become part of the strategic planning of national Olympic sport. At COB EXPO 2025, held in September, in the city of São Paulo, academic works and an exclusive panel on the topic of Olympic esports were presented.

Furthermore, national confederations of traditional sports such as table tennis, rowing, cycling, sailing, basketball, motor racing and football already have initiatives, projects or structures linked to electronic sports and virtual, simulated and gamified sports. This shows that there is a gradual process of rapprochement between the traditional sports movement and electronic sports.

Another good concrete example took place at the 2025 Youth Games, in Brasília, an event organized by the COB, where virtual rowing effectively participated in the programming and at the Brazilian School Games and Brazilian University Games virtual cycling was competed. This type of initiative helps to create practical experiences, develop athletes and bring new generations closer to the sporting environment. So, today, there is much more of a preparation, articulation and institutional construction movement than a fully consolidated structure for the Esports Olympic Games. Even so, Brazil has been following this debate for years, especially because it is one of the largest gaming markets in the world and has enormous competitive relevance in several modalities.

iGaming Brazil: Strategically, does the absence of an official event organized by the IOC, at least in the short and medium term, represent any setback for the segment?

Carlos Gama: From an institutional point of view, yes. The Olympic seal carries an extremely relevant political, educational and cultural force. The creation of an official International Olympic Committee (IOC) event could accelerate debates on public policies, athlete training, institutional recognition, investments and the development of national structures linked to electronic sports. But there is an even more important point in this process: the Olympic Games do not just represent competition.

They are supported by historical values such as excellence, respect and friendship, principles that help to build healthier, more educational and sustainable sporting environments. In this sense, the rapprochement between electronic sports and the Olympic movement goes far beyond the holding of the Esports Olympic Games. It opens space for discussions about competitive integrity, education, protection of athletes, inclusion, governance and social development through games regionally.

Therefore, increasing dialogue between electronic sports and traditional sports is essential to provide sustainability to the new Olympic Esports scenario. Many sports confederations have already understood that there is a concrete opportunity to exchange knowledge, management and training between these two universes. This movement tends to strengthen both the competitive gaming ecosystem and the modernization of traditional sports structures themselves.

At the same time, it is important to understand that electronic sports have their own economic dynamics. Unlike traditional sports, the games belong to private publishers, who control their competitive ecosystems, rules and international circuits. Today, the biggest championships in the world generate global audiences, sponsorships and billion-dollar revenues without any link to the Olympic movement.

In other words, the absence of an official IOC event represents more of a symbolic, political and institutional impact than a real threat to the existence or economic sustainability of the private eSports market. The segment will continue to grow, but integration with the Olympic movement could accelerate processes of legitimacy, education and social rapprochement on a global scale.

iGaming Brazil: Brazil is already the third largest market in the world in terms of hours played on mobile devices, according to the study “The State of Mobile Gaming”. Is this movement also reflected in the audience for national leagues and Brazilian teams in international competitions? In addition to playing, do Brazilians also have the habit of following the competitive scene?

Carlos Gama: Undoubtedly. Brazil is not only a large consumer of games, but also a powerhouse in terms of electronic sports audiences. The Brazilian public follows national leagues, international championships, content creators and competitive organizations very intensely. This happens mainly on mobile, but also on PC and console titles.

Games like Free Fire, VALORANT, Counter-Strike, League of Legends and Mobile Legends have extremely engaged communities in the country. Furthermore, Brazilians transformed the consumption of games into a social and cultural experience. Today there is an ecosystem that involves streaming, influencers, in-person events, watch parties, social networks and content production. It’s not just about playing, but about participating in the community.

iGaming Brazil: We also follow government initiatives to structure the sector, such as training programs aimed at the games market and the creation of a secretariat dedicated to eSports within the Ministry of Sports. Are these articulations already starting to generate practical results?

Carlos Gama: The main result, at this moment, may be the institutional opening of dialogue. For many years, electronic sports remained outside public policies and there was a lot of ignorance about the sector. Today we already see governments, universities, sports entities and cultural institutions debating professional training, digital inclusion, education, competitive integrity and economic development linked to electronic sports. We are still at an early stage, but the simple fact that there is a permanent public agenda already represents an important advance. The challenge now is to transform this debate into structured long-term policies.

Carlos Gama, president of ILAE.

It is also necessary for each entity of the Federation — Union, states and municipalities — to structure, together with the National Congress, an in-depth public debate on what the role of the Brazilian State should be within the electronic sports ecosystem. The reason is simple: electronic sports have a capillarity capacity that few sectors currently have in the country. We are talking about an activity that can reach more than 5 thousand Brazilian municipalities through connectivity, digital education, entertainment, technology and the creative economy.

Brazil has a continental dimension and a strategic advantage that no other country in the world has: it is possible to obtain up to 80% of our energy matrix from renewable sources. This places the country in an extremely relevant position in the new digital economy, because the entire production and consumption chain for games and electronic sports depends directly on energy.

To play, compete, broadcast championships and operate digital platforms, we need to power chips, data centers and super servers. This scenario places Brazil in a position of potential technological and economic leadership within the global games and electronic sports industry. Clean, abundant and cheap energy will define the economic foundations of the next great economy in the 21st century.

Another central point is the creation of a National Census of Electronic Sports. Brazil still lacks structured public data on the sector. We need to understand who plays, where they play, how they play, which modalities have a greater regional presence, what the existing infrastructure conditions are and how much investment will be needed to expand access and develop the ecosystem in a balanced way.

Without concrete data, public policies run the risk of not meeting the real needs of the development of electronic sports in the country. Planning requires diagnosis. And a sector that moves technology, education, sport, communication and the digital economy needs to be treated with strategic intelligence and permanent production of information.

At the same time, it will also be essential to establish clear criteria for the application of public resources in the sector. The Federal Government, states and municipalities need to define limits and coordination mechanisms for the use of resources from fixed-odd sports betting (bets), sports incentive laws and direct public sponsorships, avoiding overlapping investments for the same purposes.

iGaming Brazil: Speaking of incentives, do traditional sports support programs, such as Bolsa Atleta, already include eSports athletes?

Carlos Gama: There is still a legal and institutional discussion about this. Some electronic sports athletes have already managed to access incentive mechanisms in specific situations, mainly in municipal initiatives, but there is still no broad and consolidated integration of electronic sports within the Ministry of Sports’ athlete scholarship program.

This is a big debate: how to adapt already consolidated public sports policies with excellent results – currently serving more than 10 thousand athletes and para-athletes with values ranging from R$410.00 to R$3,447.00 – with the modality of electronic sports that has its own characteristics, little institutionality (clubs and sports federations), private publishers and developers and global competitive ecosystems.

iGaming Brazil: The regulation of online betting has entered its second year and also covers electronic sports. Have the new rules already impacted the sector? And is the discussion about competitive integrity already part of the reality of national competitions?

Carlos Gama: The discussion about competitive integrity is already an inevitable reality in electronic sports. The growth of betting has raised legitimate concerns about match-fixing, harassment of athletes, leaks of internal information and conflicts of interest.

The sector has matured a lot in recent years and today there is greater concern with sporting integrity, codes of conduct, match monitoring and education of players and organizations. There is still a lot to evolve, especially in smaller championships and scenarios without a professional structure, but the topic is no longer secondary. Competitive integrity has become a central issue for the credibility of the ecosystem.

MESP Ordinance No. 27/2026 of April 1, 2026, which regulates sports modalities and sports entities that can be the subject of fixed-odd bets on real sports-themed events, is another important institutional advance by officially recognizing electronic sports within the regulated fixed-odd sports betting market (Bets).

By preventing exclusivity contracts between publishers and betting operators, the Ministry of Sports sought to preserve principles of free competition, equal access and economic balance in the sector. In this aspect, regulation attempts to avoid market concentration and reduce monopolistic practices that could limit the activities of legalized operators in the national ecosystem.

On the other hand, the structure created by the Ordinance itself generates a complex debate about the concentration of power within electronic sports. Although publishers cannot grant exclusivity to a single betting operator, they remain responsible for authorizing which championships can or cannot receive legalized sports betting.

This means that developers and publishers now occupy multiple roles simultaneously: they control the game’s intellectual property, organize private leagues and championships, establish competitive rules and now also directly influence which events can access the regulated sports betting market. In practice, the model created by the Ordinance is quite different from traditional sport, in which federations, leagues, clubs and organizers tend to have more decentralized structures.

This scenario raises relevant discussions about governance, transparency and competitive balance in electronic sports. The risk pointed out by the sector is that publishers and developers will further consolidate their dominant position within competitive ecosystems, expanding economic and sporting control over independent tournaments.

At the same time, defenders of the model argue that the authorization requirement protects the integrity of games, combats unofficial competitions and creates greater legal certainty for legal operators, sponsors and consumers. The regulatory challenge, therefore, becomes finding a balance between the protection of publishers’ intellectual property and the need to develop a more open, sustainable and pluralistic competitive environment for electronic sports in Brazil.

It is a complex topic that needs to be debated in depth, because there is a potential conflict of interests within this structure. The sector still needs to build clearer mechanisms for governance, oversight, transparency and protection of competitive integrity.

Another fundamental point is to understand how the transfer and application of resources from betting on electronic sports in Brazil will be carried out — and how it is already being carried out. Transparency in the sector is essential to guarantee legitimacy to the system and so that part of these resources is actually allocated to the training of new athletes, educational projects, digital inclusion, professional training and the development of competitive infrastructure in the country. Without public monitoring and accountability mechanisms, there is a risk of concentrating resources only on major events and commercial circuits, with no structuring impact on the base of the national ecosystem.

iGaming Brazil: Recently, the Latin American Esports Institute (ILAE) was created, and you assumed the executive presidency of the entity. How important is the institute and what are its main areas of activity?

Carlos Gama: The Latin American Esports Institute was created with the proposal to create a technical, academic and institutional space focused on the sustainable development of electronic sports in Latin America. The region has enormous relevance in the global games market, but still lacks data production, research, specialized training and regional integration. The idea of the institute is precisely to work in areas such as research, education, competitive integrity, inclusion, public policies, digital rights, governance and development of the Latin American ecosystem.

We also seek to bring universities, the market, the public sector and civil society together to build more qualified debates on the social, economic and cultural impacts of games and electronic sports. Another important point is the creation of the ILAE Esports Arbitration Chamber, which is inspired by models already consolidated in traditional sports such as football, volleyball, athletics and basketball.

An Arbitration Chamber functions as a specialized environment for mediation and resolution of conflicts related to the sports ecosystem. Instead of taking disputes directly to regular courts, which often have slower processes and little technical expertise in the sector, parties can resort to an arbitration system made up of professionals with specific knowledge in electronic sports, sports law, contracts, competitive integrity and intellectual property.

In practice, the Chamber can act in disputes involving organizations, athletes, leagues, publishers, sponsors, agents, event operators and other parts of the ecosystem. Contractual issues, image rights, awards, athlete transfers, regulatory conflicts and topics linked to competitive integrity can be analyzed within this specialized environment.

The main advantage of an Arbitration Chamber is to offer greater legal security, agility, confidentiality and technical decisions that are more aligned with the reality of the sector. Furthermore, arbitration decisions have legal recognition and value equivalent to court decisions, including international validity in several countries, which is extremely important for a globalized ecosystem such as electronic sports.

Image: FreePik

This becomes even more relevant when we observe the structure of Sports Justice in Brazil. The Brazilian model is historically linked to national confederations and has a heavy, bureaucratic structure and dependent on formal recognition from traditional sporting entities. In practice, for there to be a Sports Justice structured within the classic parameters of Brazilian sport, it is normally necessary to have an organized and recognized National Confederation.

Electronic sports have a very different dynamic, marked by the international presence of publishers, private competitions, transnational contracts and digital relationships that often cross borders. Therefore, arbitration tends to be a more modern, flexible path and compatible with the global reality of esports.

In traditional sports, Arbitration Chamber structures are already fundamental to guarantee stability and predictability to the sporting environment. The tendency is for electronic sports to move in the same direction, especially given the economic growth of the sector, the internationalization of competitions and the increase in legal complexity involving publishers, organizations, athletes and commercial operators.

iGaming Brazil: ILAE also launched an unprecedented survey in Latin America on violence against women in games and electronic sports. The study is still ongoing, but what motivated this initiative?

Carlos Gama: The motivation arose from the need to produce concrete data on a problem that many women have reported for years within gaming communities and competitive environments. There is a growing awareness of cases of harassment, verbal violence, discrimination and exclusion, but there was still little structured research in Latin America on this topic. Without data, it is very difficult to build effective policies, protocols and solutions. The objective of the research is to understand the scale of the problem, identify patterns and contribute to the construction of safer, more inclusive and sustainable environments within the gaming and electronic sports ecosystem.

In just 30 days, the survey has already collected 335 responses, which demonstrates not only the interest in the topic, but also the urgency of the debate. More than 75% of the responses received are from women and one of the most alarming data so far is that more than 90% of participants claim to have suffered some type of violence within games.

The reports involve verbal violence, harassment, discrimination, persecution, misogynistic attacks and exclusion in competitive environments and online communities. Another important fact is that many participants understand that publishers and developers are responsible for the crimes and violence that occur within the digital platforms they manage and defend stricter punishments against users who commit this type of practice.

The research also highlights an increasingly strong debate about community moderation, platform responsibility, reporting mechanisms, digital education and protection of female players and athletes within the online environment. The complete data will form a public panel that will be published at the end of June on the institute’s website. The expectation is that the material can serve as a basis for future public policies, institutional protocols, educational initiatives and integrity actions within the gaming and electronic sports ecosystem.

The International Olympic Committee (IOC) has signaled that it has plans for electronic sports, although the most recent actions do
