{"id":226609,"date":"2026-05-07T10:20:12","date_gmt":"2026-05-07T13:20:12","guid":{"rendered":"https:\/\/igamingbrazil.com\/nao-categorizado\/2026\/05\/07\/companies-fear-that-new-desenrola-2-0-rules-will-favor-the-illegal-betting-market\/"},"modified":"2026-05-07T10:51:50","modified_gmt":"2026-05-07T13:51:50","slug":"companies-fear-that-new-desenrola-2-0-rules-will-favor-the-illegal-betting-market","status":"publish","type":"post","link":"https:\/\/igamingbrazil.com\/en\/legislation-en\/2026\/05\/07\/companies-fear-that-new-desenrola-2-0-rules-will-favor-the-illegal-betting-market\/","title":{"rendered":"Companies fear that new Desenrola 2.0 rules will favor the illegal betting market"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The recently launched version of the <strong>federal government&#8217;s debt renegotiation program<\/strong> raised an extremely serious alert among regularized operators in Brazil.<\/p>\n\n<p class=\"wp-block-paragraph\">The main companies in the <a href=\"https:\/\/igamingbrazil.com\/online\/2024\/03\/11\/o-que-e-igaming\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"igaming\">iGaming<\/a> sector assess that the harsh restrictions imposed by <a href=\"https:\/\/igamingbrazil.com\/en\/legislation-en\/2026\/05\/06\/new-federal-rules-prohibit-access-to-betting-platforms-for-novo-desenrola-brasil-beneficiaries\/\">Desenrola 2.0<\/a>, precisely in <strong>the year of the World Cup<\/strong>, a period of highest historical revenue in the sports segment, ended up <strong>opening the doors to the strengthening of the illegal betting market.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">The concern, which has <strong>already been taken to offices in Bras\u00edlia by company representatives<\/strong>, is that the new guideline <strong>will end up pushing consumers towards clandestine platforms that do not respond to any national rules or inspections.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\">How government restrictions can favor the illegal betting market<\/h2>\n\n<p class=\"wp-block-paragraph\">The controversy in the sector <strong>revolves around the ban established for citizens who adhere to the new economic package<\/strong>. In other words, these people will not be able to bet for a period of one year.  <\/p>\n\n<p class=\"wp-block-paragraph\">The project, aimed at people earning up to <strong>five minimum wages,<\/strong> offers generous discounts of <strong>30% to 90% <\/strong>to reduce debts linked to <strong>credit cards, personal loans and special checks,<\/strong> including authorizing the <strong>use of 20% of the balance of the Service Time Guarantee Fund<\/strong> <strong>(FGTS)<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">In return, the beneficiary&#8217;s CPF will be <strong>blocked from use on gaming platforms<\/strong> for a period of <strong>12 months<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>President Luiz In\u00e1cio Lula da Silva<\/strong> was categorical in justifying the measure, stating that the State will limit the <strong>\u201cdestruction caused by the sector\u201d <\/strong>and that citizens <strong>\u201ccannot clear their name to continue losing money later\u201d.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">However, the companies warn that temporarily banned users who wish to continue playing will <strong>inevitably migrate to illegal sites.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">The economic impact of this escape would be gigantic, as Brazil is currently the <strong>fifth largest market in the world<\/strong>, with<strong> revenues of US$4.1 billion last year<\/strong>, according to data from consultancy <strong>Regulus Partners<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">Surveys by the <a href=\"https:\/\/ibjr.org.br\/\">Brazilian Institute of Responsible Gaming (IBJR)<\/a> show that unfair competition already dominates <strong>51% of the national sector,<\/strong> moving <strong>around R$40 billion annually underground.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\">Defense of the sector and the real villains of debt<\/h2>\n\n<p class=\"wp-block-paragraph\">To try to reverse the negative image in public opinion and political authorities, the digital entertainment giants began a <strong>strong communication offensive.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Operators argue with spreadsheets and data that they <strong>are not truly responsible for the current financial crisis among Brazilian families,<\/strong> whose general debt rate reached<strong> 49.9% last February.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">According to the numbers presented by IBJR, the main cause of over-indebtedness in the country, which today drastically affects<strong> 80.4% of households<\/strong>, continues to be the <strong>abusive use of conventional credit cards.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">The entity refutes Planalto&#8217;s official speech, reinforcing that the <strong>population&#8217;s spending on online platforms is negligible in the general balance<\/strong>, corresponding to a very small slice that varies from just <strong>0.2% to 0.5% of all family consumption.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The recently launched version of the federal government&#8217;s debt renegotiation program raised an extremely serious alert among regularized operators in Brazil.
