The Ministry of Justice and Public Security <\/strong>notified Google<\/a><\/strong> Brazil <\/strong>and Apple<\/strong> on Friday (17). The department requested clarification on illegal betting <\/strong>applications available in online stores. The Play Store<\/strong> and App Store<\/strong> platforms displayed services without authorization from the Ministry of Treasury<\/a>. <\/p>\n\n

Letters n\u00ba 455 and n\u00ba 456\/2026<\/strong> formalized the request. The National Secretary for Digital Rights <\/strong>and the National Consumer Secretary<\/strong> signed the documents. The General Coordination of Indicative Rating of the National Secretariat for Digital Rights<\/strong> carried out prior monitoring. The analysis identified several suspicious applications. <\/p>\n\n

The preliminary survey identified applications that promote or facilitate fixed-odd betting. Furthermore, the analysis included other lottery modalities. None of these services had regulatory authorization from the Prizes and Betting Secretariat of the Ministry of Treasury.<\/strong> <\/p>\n\n

How the government identified illegal betting applications in digital stores<\/h2>\n\n

The letters highlighted the ease of locating these applications and the services did not hide their functionalities. On the contrary, users found the applications with simple searches. Terms such as \u201cTigrinho\u2019s game\u201d <\/em>already returned direct results and the examples identified are included in the official annexes. <\/p>\n\n

The Ministry assessed that the conduct may violate legal norms and, firstly, cited article 6, item IV, of Law No. 15,211\/2025<\/strong>, which deals with the protection of children and adolescents in the digital environment.<\/p>\n\n

Therefore, the analysis also considers the Consumer Protection Code,<\/strong> especially articles 10, 18 and 39, section IV, which substantiate possible irregularities.<\/p>\n\n

Another relevant point involves Decree No. 12,880\/2026,<\/strong> which regulates the so-called ECA Digital <\/strong>and establishes that application stores must prevent the availability of illegal content. <\/p>\n\n

In this way, services that promote unauthorized betting <\/strong>cannot remain available, which could therefore lead to liability across the entire supply chain.<\/p>\n\n

Ministry requirements and possible developments<\/h2>\n\n

The Ministry demanded detailed responses from the notified companies, determining that the platforms present their internal policies related to the distribution of betting applications,<\/strong> as well as explain the screening criteria adopted before releasing these services, also including the mechanisms used for age verification.<\/p>\n\n

The agency also requested an updated list of applications available in Brazil, covering categories such as Lotteries, Betting, Casino<\/a> and Bets<\/strong>. In this relationship, companies must inform the responsible developer, the indicative classification and the declared regulatory authorization.<\/p>\n\n

The Ministry highlighted that checking legality does not involve high complexity, as the official list of authorized operators remains available on the Ministry of Finance website, which allows companies to check regularity directly.<\/p>\n\n

Finally, the letters are informative and instructive in nature, without immediate application of sanctions. Even so, the Ministry warned that the lack of response or the sending of insufficient information could lead to the opening of its own administrative procedure.<\/strong> <\/p>\n","protected":false},"excerpt":{"rendered":"
