The company is authorized by <a href=\"https:\/\/igamingbrazil.com\/en\/lottery-en-2\/2026\/02\/02\/lottopar-releases-2025-financial-report-focusing-on-integrity-and-efficiency-in-customer-service\/\">Lottopar<\/a>, the <strong>lottery of the State of <a href=\"https:\/\/pt.wikipedia.org\/wiki\/Paran%C3%A1\">Paran\u00e1<\/a><\/strong>. <\/p>\n\n<h2 class=\"wp-block-heading\">How does Lotesul&#8217;s proof of concept work?<\/h2>\n\n<p class=\"wp-block-paragraph\">Proof of Concept consists of a practical demonstration of the features of the offered solution. The company needs to prove that the functional and technological requirements presented correspond to the information in the technical and commercial proposal and meet the requirements of the terms of reference. <\/p>\n\n<p class=\"wp-block-paragraph\">Furthermore, the committee will assess whether the solution complies with all specifications outlined in the tender. The analysis will have a maximum duration of five working days. The workload may reach eight hours per day.  <\/p>\n\n<p class=\"wp-block-paragraph\">Previously, the bidding committee announced the disqualification of <strong>LottoPro Jogos de Apostas e Gest\u00e3o de Lot\u00e9ricas Ltda.<\/strong> On Monday (9), the company, which had offered to transfer <strong>43.36%<\/strong> of gross revenue, reported that it did not have functionality for integration with the electronic vault of the government of Mato Grosso do Sul.<\/p>\n\n<p class=\"wp-block-paragraph\">Given this, the auctioneer requested that Prohards, identified as bidder 5, register its proposal. The company maintained its percentage of 36.11%. Subsequently, the summons for the technical test will occur through publication in the Official Gazette of MS.  <\/p>\n\n<p class=\"wp-block-paragraph\">LottoPro filed an administrative appeal in an attempt to overturn the decision. However, the request was denied. <\/p>\n\n<h2 class=\"wp-block-heading\">History of the dispute and subject of the electronic auction.<\/h2>\n\n<p class=\"wp-block-paragraph\">The tender specifies a total value of <strong>R$ 51,474,339.31<\/strong>, corresponding to the projected revenue for the operation of the service. The minimum percentage of transfer established in the tender was <strong>14.33%<\/strong>. <\/p>\n\n<p class=\"wp-block-paragraph\">The purpose of the electronic auction is to hire a specialized company to implement and operate the technological platform responsible for controlling the lottery activities of Lotesul. <\/p>\n\n<p class=\"wp-block-paragraph\">The <strong>platform will centralize and validate all sales operations<\/strong>, bettor identification, prize payments, variable grant transfers, and tax collection.<\/p>\n\n<p class=\"wp-block-paragraph\">Prohards was founded in 2006 and has a share capital of<strong> R$ 5,008,838.00.<\/strong> The company belongs to the Baungartner family, a traditional name in the gaming and betting sector in Brazil. The managing partner is Jos\u00e9 Carlos Baungartner.   <\/p>\n\n<p class=\"wp-block-paragraph\">Peterson Baungartner, in turn, heads WLC Paran\u00e1, a company authorized by Lottopar to operate <a href=\"https:\/\/igamingbrazil.com\/en\/sports-betting-en\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"Sports Betting\">sports betting<\/a> in the state. Prohards&#8217; headquarters are located in Rio Claro (SP). <\/p>\n\n<p class=\"wp-block-paragraph\">Last year, the first electronic auction began on March 17, but was interrupted after two minutes. The organization then scheduled a second attempt to resume it for December 15, but suspended the process again.
