{"id":217360,"date":"2026-02-09T09:17:37","date_gmt":"2026-02-09T12:17:37","guid":{"rendered":"https:\/\/igamingbrazil.com\/nao-categorizado\/2026\/02\/09\/tax-burden-on-betting-could-reach-42-with-the-new-reform\/"},"modified":"2026-02-09T11:07:36","modified_gmt":"2026-02-09T14:07:36","slug":"tax-burden-on-betting-could-reach-42-with-the-new-reform","status":"publish","type":"post","link":"https:\/\/igamingbrazil.com\/en\/legislation-en\/2026\/02\/09\/tax-burden-on-betting-could-reach-42-with-the-new-reform\/","title":{"rendered":"Tax burden on betting could reach 42% with the new reform"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A survey by <a href=\"https:\/\/lcaconsultores.com.br\/\" id=\"https:\/\/lcaconsultores.com.br\/\">LCA Consultoria<\/a>, commissioned by the <a href=\"https:\/\/igamingbrazil.com\/en\/sports-betting-en\/2024\/10\/03\/ibjr-strengthens-ethical-practices-in-the-online-betting-sector-in-brazil\/\" id=\"https:\/\/igamingbrazil.com\/aposta-esportiva\/2024\/10\/03\/ibjr-fortalece-praticas-eticas-no-setor-de-apostas-online-no-brasil\/\">Brazilian Institute for Responsible Gaming (IBJR)<\/a>, paints a <strong>challenging picture for the regulated betting market<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">The projection is that the tax burden on the sector will jump from <strong>32% in 2025 to 42% by 2033<\/strong>, when the <strong>Tax Reform<\/strong> is fully implemented.<\/p>\n\n<p class=\"wp-block-paragraph\">Last year, the first year of the regulated market, <strong>companies generated approximately R$ 37 billion in revenue and contributed nearly R$ 11 billion<\/strong> to public coffers.<\/p>\n\n<p class=\"wp-block-paragraph\">However, the study released by Poder 360 indicates that the current structure already consumes a <strong>third of the gross revenue of these establishments<\/strong>, and the trend is expected to worsen.<\/p>\n\n<p class=\"wp-block-paragraph\">Social security contributions, which currently account for 12% of revenue, will gradually increase to <strong>15% by 2028<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">Tax exchange<\/h2>\n\n<p class=\"wp-block-paragraph\">The increased tax burden will come with the replacement of current taxes. <strong>Starting in 2027, PIS and Cofins will cease to exist, giving way to the Contribution on Goods and Services (CBS).<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\"><strong>By 2033, state and municipal taxes (ICMS and ISS) will be fully absorbed by the new Tax on Goods and Services (IBS).<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">The report also highlights an inequality: while betting companies pay <strong>27%<\/strong> in federal taxes, sectors such as Information Technology pay <strong>15%<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">What the experts say<\/h2>\n\n<p class=\"wp-block-paragraph\"><strong>Andr\u00e9 Gelfi, director, advisor and co-founder of the Brazilian Institute for Responsible Gaming (IBJR),<\/strong> comments on the risks of the increases.<\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;Raising taxes on law-abiding citizens is a direct incentive to the black market, which already drains R$ 10.7 billion from the Brazilian economy without offering any protection to the citizen,&#8221; he explained.<\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;Excessively taxing the legal sector is, in practice, handing the Brazilian consumer over on a silver platter to pirate websites that finance organized crime,&#8221; the director pointed out.<\/p>\n\n<p class=\"wp-block-paragraph\">According to<strong> Eric Brasil, economist and director of LCA Consultoria<\/strong>, frequent increases in the tax burden on betting sites make it difficult to combat the illegal market.<\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;Several studies show the importance of a competitive tax burden as part of the strategy to combat illegal activity.&#8221;<\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;Our priority should be reducing illegal activity, protecting consumers and, consequently, increasing revenue through regulated operators.
