The proposal also stipulates that the funds will finance the new legal framework for combating criminal factions. However, the measure is rejected by the betting industry, <strong>as it could have the opposite effect.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">According to the approved opinion, the contribution will be valid until the full collection of the Selective Tax, created in the tax reform.<strong> The proposal argues that the funds raised should be allocated to the National Public Security Fund.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">It is a fact that betting companies are against taxing bettors&#8217; transactions. <strong>According to the Brazilian Institute for Responsible Gaming (IBJR), the new version of the so-called &#8220;Anti-Faction Bill&#8221; is a mistake.<\/strong> <\/p>\n\n<p class=\"wp-block-paragraph\">Furthermore, he believes the measure will strengthen organized crime under the guise of funding public security. &#8220;The text makes a historic mistake: it gives clandestine platforms, many financed by criminal factions, the greatest competitive advantage the market has ever seen,&#8221; he says. <\/p>\n\n<p class=\"wp-block-paragraph\">In a statement, IBJR asserts that &#8220;by taxing the bettor&#8217;s deposit at 15%, the State decrees that R$ 100 is worth only R$ 85 in companies that follow the law. However, in the black market, the same R$ 100 is worth the full amount. This is a direct incentive to migrate to the illegal market.&#8221;<\/p>\n\n<h2 class=\"wp-block-heading\">What the platforms say<\/h2>\n\n<p class=\"wp-block-paragraph\">Platforms say the proposal exposes a lack of understanding of the sector. Lawyer Bernardo Freire, from <strong>ANJL (National Association of Games and Lotteries),<\/strong> points out that the suggestion is the &#8220;most favorable to the illegal market&#8221; proposal ever presented by Congress. &#8220;Whenever consumers notice any taxation on the amount they deposit to gamble, they automatically switch to illegal operators,&#8221; he said. <\/p>\n\n<p class=\"wp-block-paragraph\">Bernardo Freire points out that &#8220;unfounded suggestions from sectors concerned about the growth of gambling for purely market reasons are being adopted indiscriminately in Congress.&#8221;<\/p>\n\n<p class=\"wp-block-paragraph\">The infeasibility of collecting the Cide tax brings uncertainty to the sector. Freire assesses that the execution of the proposal is &#8220;unfeasible&#8221; and explains that betting houses act as &#8220;faithful custodians&#8221; of the funds.  <\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;The money, even after being deposited on the platform, remains the bettor&#8217;s property, who has a guaranteed return of at least 85% of the deposit,&#8221; the lawyer states, emphasizing that there is no way to make the suggested payment without jeopardizing the activity.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>The expected annual revenue from the Cide das Bets tax is R$ 30 billion.<\/strong> However, IBJR warns that this projection corresponds to almost the entirety of the R$ 36 billion profit of the formal betting market. &#8220;It is projected that taxes will be collected that are almost equivalent to the entire revenue of the regulated sector, which is mathematically impossible and makes formal economic activity unviable,&#8221; the association emphasizes. <\/p>\n\n<p class=\"wp-block-paragraph\">Furthermore, the Senate has already approved the gradual increase in taxation on betting companies.
