This follows the failure of the <a href=\"https:\/\/www.camara.leg.br\/\">Chamber of Representatives<\/a> to approve the IOF Provisional Measure (MP) last Wednesday (8). These <strong>\n  <a href=\"https:\/\/igamingbrazil.com\/en\/legislation-en\/2025\/10\/10\/government-must-insist-on-increasing-taxation-on-sportsbooks\/?doing_wp_cron=1760443267.6882500648498535156250\">include increasing taxes on sportsbooks <\/a>\n<\/strong>and cutting amendments.  <\/p>\n\n<p class=\"wp-block-paragraph\">According to information from the Uol Portal, the change in the proposal aims to find alternatives to increase the IOF (Tax on Financial Transactions) percentage.<\/p>\n\n<p class=\"wp-block-paragraph\">According to experts, the provisional measure<strong> lost its validity because it included influential sectors in its text, as it dealt with agribusiness, the real estate sector, and sportsbooks<\/strong> <\/p>\n\n<p class=\"wp-block-paragraph\">In this way, parliamentarians claim that dissatisfied sectors have united. The agreement between these sectors, with significant influence, has created greater leverage to pressure deputies to oppose the bill. <\/p>\n\n<p class=\"wp-block-paragraph\">In Brazil, agribusiness has a strong base in the Chamber of Deputies. The Agricultural Parliamentary Front has 303 representatives, representing 59% of the Chamber&#8217;s 513 members. On the other hand, the gambling sector has also generated complaints among the parliamentary base.   <\/p>\n\n<p class=\"wp-block-paragraph\">According to a parliamentarian interviewed by the UOL portal, <strong>government supporters criticized the decision not to insist on the initial proposal to increase the tax rate on sportsbooks from 12% to 18%.<\/strong> <\/p>\n\n<p class=\"wp-block-paragraph\">Thus, the agreement with the Centr\u00e3o removed the provisional measure&#8217;s increase. The calculations were also favorable. The government would forgo R$1.5 billion and collect R$17 billion.  <\/p>\n\n<h2 class=\"wp-block-heading\">Slicing up the proposal is the government&#8217;s alternative <\/h2>\n\n<p class=\"wp-block-paragraph\">Currently, the government&#8217;s plan is to divide the revenue-raising measures into smaller chunks. This would reduce the pressure against them and make approval more likely.<strong> However, the IOF increase could also return to the center of discussions.<\/strong>  <\/p>\n\n<p class=\"wp-block-paragraph\">It could appear at any time via decree from the Ministry of Finance. However, Fernando Haddad and his team are evaluating the cost of this measure, both economic and political. <\/p>\n\n<p class=\"wp-block-paragraph\">President Luiz In\u00e1cio Lula da Silva has called a meeting for next week. The government coalition is expected to finalize the measures to be adopted after the president&#8217;s return from his trip. Another alternative emerging could be a bill to <a href=\"https:\/\/igamingbrazil.com\/en\/legislation-en\/2025\/10\/08\/haddad-says-betting-companies-will-pay-a-retroactive-30-tax\/\">retroactively tax sportsbooks.<\/a>  <\/p>\n\n<p class=\"wp-block-paragraph\">According to the congressman, <strong>the idea would be to impose a tax and fine on amounts collected before the sector&#8217;s regulation<\/strong>. This measure would serve to repatriate bettors&#8217; money. <\/p>\n\n<p class=\"wp-block-paragraph\">Under current rules, these funds cannot be included in the budget because they are &#8220;irregular.&#8221; However, with this proposal, the government would have the opportunity to collect part of the funds when they are repatriated and regularized. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Federal Government is considering reviving several alternatives to recover the loss of approximately R$35 billion in revenue.
