{"id":191411,"date":"2025-06-17T10:06:45","date_gmt":"2025-06-17T13:06:45","guid":{"rendered":"https:\/\/igamingbrazil.com\/nao-categorizado\/2025\/06\/17\/chamber-approves-urgency-to-block-iof-decree-and-sends-signal-against-the-mp-that-increases-betting-taxation\/"},"modified":"2025-06-17T10:29:20","modified_gmt":"2025-06-17T13:29:20","slug":"chamber-approves-urgency-to-block-iof-decree-and-sends-signal-against-the-mp-that-increases-betting-taxation","status":"publish","type":"post","link":"https:\/\/igamingbrazil.com\/en\/legislation-en\/2025\/06\/17\/chamber-approves-urgency-to-block-iof-decree-and-sends-signal-against-the-mp-that-increases-betting-taxation\/","title":{"rendered":"Chamber approves urgency to block IOF decree and sends signal against the MP that increases betting taxation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The <strong><a href=\"https:\/\/www.camara.leg.br\/\">Chamber of Deputies<\/a> approved<\/strong>, on Monday night (16), <strong>by 346 votes to 97<\/strong>, the urgency for the processing of the legislative decree project (PDL) 314\/2025 that suspends the effects of the government decree that changes the rules of the<strong> Tax on Financial Transactions (<a href=\"https:\/\/igamingbrazil.com\/en\/nao-categorizado\/2025\/06\/06\/betting-sector-tries-to-block-taxation-to-compensate-for-iof\/\">IOF<\/a>)<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">The urgency was approved, but the vote on the merits of the text of the decree, which should take place this week, was not defined.<\/p>\n\n<p class=\"wp-block-paragraph\">The request for urgency was presented by deputy Zucco (PL-RS), shortly after the publication of the rule by the government last week.<\/p>\n\n<p class=\"wp-block-paragraph\">When announcing that he would put the proposal to a vote, <strong>the president of the House, deputy Hugo Motta<\/strong> (Republicanos-PB), said that the mood in the House was against the IOF decree.<\/p>\n\n<p class=\"wp-block-paragraph\">\u201cThe climate in the Chamber is not favorable to increasing taxes with the aim of raising revenue to solve our fiscal problems,\u201d said Motta.<\/p>\n\n<h2 class=\"wp-block-heading\">In addition to betting, provisional measure impacts other sectors<\/h2>\n\n<p class=\"wp-block-paragraph\">The amendments modified a previous decree that also dealt with IOF rules. Among the measures proposed by the government are: <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/igamingbrazil.com\/en\/legislation-en\/2025\/06\/13\/18-tax-on-sportsbooks-comes-into-effect-in-october\/\">Increase in taxation on online betting<\/a>, so-called bets, from 12% to 18%;<\/strong><\/li>\n\n\n\n<li>for fintechs, the Social Contribution on Net Income (CSLL) rate increased from 9% to 15%, equaling that of traditional banks;<\/li>\n\n\n\n<li>the taxation of Real Estate Credit Letters (LCI) and Agribusiness Credit Letters (LCA), securities that are currently exempt from Income Tax.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The decree is part of measures drawn up by the <a href=\"https:\/\/igamingbrazil.com\/en\/legislation-en\/2025\/04\/23\/ministry-of-treasury-updates-list-of-authorized-sportsbooks-in-the-country\/\">Ministry of Treasury<\/a>, together with a Provisional Measure (MP) to reinforce government revenues and meet the fiscal framework targets.<\/p>\n\n<p class=\"wp-block-paragraph\">The leader of the <strong>PT-PCdoB and PV federation, Lindbergh Farias (PT-RJ)<\/strong>, criticized the opposition. \u201cThe worker at the frontline does not suffer from these measures. It will be symbolic of the sentiment of the House and we will await the next steps.
