Last Friday (21), the Secretariat of Prizes and Bets of the Ministry of Treasury (SPA-MF) <\/a>held its first public hearing<\/strong>, virtually, to prepare the Secretariat’s Regulatory Agenda for the 2025-2026 biennium<\/a>.<\/p>\n\n\n\n

The hearing is part of the public consultation<\/a> that runs until March 27th<\/strong>. The objective is to listen to the population, companies in the sector, consumers, professionals and all interested parties in society.<\/p>\n\n\n\n

However, among the concerns presented by the participants, of which there were more than 200, were points such as responsible gaming and the fight against illegality.<\/p>\n\n\n\n

At the end of the hearing<\/a>, the MF’s Secretary of Prizes and Bets, Regis Dudena<\/a><\/strong>, commented that the participants’ statements are very much in line with the SPA’s own ideas, including \u201csome suggestions of new things, of new solutions to identified problems\u201d.<\/p>\n\n\n\n

\u201cI am very happy to see that people came, demonstrated and brought these contributions. I am sure that they will also be complemented by the written statements that are open to our consultation\u201d, he stated.<\/p>\n\n\n\n

SPA-MF works on three fronts<\/h2>\n\n\n\n

45 comments were made by audience participants. Among the most cited topics are concerns related to responsible gaming, as well as combating illegality.<\/p>\n\n\n\n

Furthermore, Dudena highlighted that the SPA has three fronts of competence: the front of lotteries, in all its lottery modalities; in front of commercial promotions and in front of capturing popular savings.<\/p>\n\n\n\n

In that first year, according to the secretary, SPA sought to take care of the various sectors. But especially the most recent: the fixed-odd betting sector as a lottery modality, which still needed special attention from the State.<\/p>\n\n\n\n

However, the objective is to correct \u201cthe country’s historical error of having legalized an activity without knowing what the relevant issues are and what the regulatory problems are. Without thinking and positive solutions, nor testing these solutions and then going back to the beginning\u201d.<\/p>\n\n\n\n

Demonstrations can still be made until April 4th<\/h2>\n\n\n\n

Regis Dudena explained that the oral statements recorded last Friday and those that arrive in writing will be internalized so that, on April 4th, the final report of the public consultation will be released.<\/p>\n\n\n\n

Targets will be defined for the last three quarters of 2025 and for all quarters of 2026<\/strong>. The proposed regulatory agenda submitted for public consultation includes a list of 14 priority projects to be developed by SPA\/MF in 2025 and 2026.<\/p>\n\n\n\n
