During the administration of former president<strong> Jair Bolsonaro<\/strong>, there were two privatization attempts, both unsuccessful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August 2023, President <strong><a href=\"https:\/\/en.wikipedia.org\/wiki\/Luiz_In%C3%A1cio_Lula_da_Silva\">Luiz In\u00e1cio Lula da Silva<\/a><\/strong> signed a decree that changed Lotex regulations, allowing <strong><a href=\"https:\/\/igamingbrazil.com\/en\/bookmakers\/2024\/02\/09\/caixa-economica-federal-takes-another-step-towards-entering-the-sports-betting-market\/?doing_wp_cron=1709222147.2203350067138671875000\">Caixa Econ\u00f4mica Federal<\/a><\/strong> to resume administration of this type of <a href=\"https:\/\/igamingbrazil.com\/en\/lottery-en\/\">lottery<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Government wants to raise R$3 billion annually with Lotex<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The<strong> Ministry of Finance<\/strong> authorized the resumption of Lotex operations by<strong> Caixa<\/strong> at the end of December last year, valid for 24 months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tickets will be available for purchase in physical or digital format.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, the government set a goal of raising<strong> R$3 billion<\/strong> annually through the sale of scratch cards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, according to the new rules, the proceeds obtained through scratch cards will be allocated as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>0.4% for social security;<\/li>\n\n\n\n<li>0.9% for the Ministry of Sports;<\/li>\n\n\n\n<li>0.9% for the National Culture Fund;<\/li>\n\n\n\n<li>1.5% for sports entities that grant rights to use brands for betting;<\/li>\n\n\n\n<li>13% to the National Public Security Fund;<\/li>\n\n\n\n<li>18.3% for cost and maintenance expenses;<\/li>\n\n\n\n<li>65% for the payment of premiums and income tax collection<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This change represents an important change in the betting scenario in the country, directly impacting the management and distribution of resources collected through Lotex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, this issue of non-privatization has generated different opinions and can be interpreted in different ways.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some may consider the maintenance of Lotex under state control to be positive, guaranteeing the allocation of resources raised to specific areas, such as<strong> social security, sport, culture and public safety<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, the privatization of Lotex could bring private investment and possible innovations in the gambling sector.
