On July 3 and 4, the Paraná State Lottery (Lottopar) received representatives from the Public Services Regulatory Agency of the State of Sergipe (AGRESE) and the Sergipe State Lottery (LOTESE). The institutional visit focused on exchanging experiences and gaining technical insight into the regulation, operation and control of state lottery activity.
During the event, representatives from Sergipe learned about the regulatory framework developed by Lottopar. In addition, visitors also observed the traceability and security systems in detail.
They also analyzed the criteria used for accrediting operators and laboratories. Finally, they learned about the policies aimed at responsible gaming and preventing money laundering, which have been in force since the foundation of the Paraná entity.
Joint development between state lotteries
According to Lottopar CEO Daniel Romanowski, the presence of Sergipe institutions strengthens the joint development of public lotteries.
“We are very pleased to welcome AGRESE and LOTESE. We believe that the development of state lotteries necessarily involves this type of technical cooperation, where successful experiences can be shared and adapted to the reality of each federative entity.
The Lottopar model is constantly being improved and it is a pleasure to be able to contribute to other units of the federation that, like Sergipe, demonstrate a commitment to serious, safe and responsible regulation”, he stated.
The visit also reinforced the importance of integration between regulatory agencies and state lotteries. Technical cooperation, in this context, seeks to consolidate a safer, more efficient national environment that is aligned with international best practices.
Cooperation with Lottopar
AGRESE CEO Luiz Hamilton Santana de Oliveira praised the experience: “The institution feels very honored and happy to have made this technical visit, as it was a very productive two days, where we were able to further improve our knowledge. What we learned and saw here we will implement in our regulations there in Sergipe.”

The program concluded with technical visits to Lottopar’s strategic sectors and to the headquarters of accredited partners. The expectation is that new joint initiatives will materialize soon, promoting a continuous cycle of cooperation between state lotteries.
