São Paulo City Hall launches public consultation on the concession of lottery services in the city


The City of São Paulo is opening a public consultation on Monday (23) regarding the project to grant public lottery services to the city. The consultation will run until July 28.

The consultation’s main objective is to gather contributions from civil society and the market to improve the documents that instruct the bidding process in question for the concession of lottery services in the capital.

The concession is being structured by the Executive Secretariat for Privatization and Partnerships (SEDP), linked to the Municipal Government Secretariat (SGM). The concession term is 20 years.

The process is part of the Municipal Partnership Plan, based on Federal Law No. 13,756/2018, which establishes the legal framework for lotteries in Brazil. And also on São Paulo Municipal Law No. 18,172/2024, which authorizes the delegation of lottery services by the Municipal Public Authority.

The project aims to create, organize and operate lottery services within the municipality, with a focus on strengthening investment capacity in strategic areas such as health, social assistance, education, sports, culture and public safety.

Thus, the proposal contemplates delegation through common concession, observing the principles of legality, efficiency, transparency and fiscal responsibility.

Among the main objectives of the concession of lottery services in São Paulo, the following stand out:

I. Establish a regulated and transparent model for providing municipal public lottery services;
II. Expand the sources of financing for public policies, through the collection of non-tax revenues;
III. Attract qualified operators and ensure the adoption of modern control, traceability and integrity mechanisms in operations;
IV. Promote innovation, efficiency and technological security in the distribution and marketing channels of lottery products.

To participate in the public hearing, which will take place via videoconference on July 15, interested parties must access the City Hall portal.

Furthermore, protocols for contributions, suggestions and/or requests for clarification must be made using the Public Consultation Contributions Model, in a specific format, available on the portal, in the privatization and partnerships tab.
