ANJL and IBJR mobilize to defend the legalized betting sector in the country


The National Association of Games and Lotteries (ANJL) and the Brazilian Institute of Responsible Gaming (IBJR) established a collaboration agreement this Thursday (12). The objective is to protect the legalized betting segment in the national territory. The leaders of both entities signed the agreement in São Paulo.

The two institutions together represent 95% of the Brazilian regulated market. Plínio Lemos Jorge heads ANJL while Fernando Vieira presides over IBJR. The merger occurred after the government released a controversial provisional measure. The new measure increased the rate from 12% to 18% on winnings from virtual bets.

The segment claims that this tax increase threatens the financial sustainability of companies. Regularized brands are expected to generate more than R$4 billion in taxes during 2025. This amount represents a significant contribution to the national treasury.

Plínio Lemos Jorge, president of ANJL, stated: “We have a common agenda, which is the viability of the regulated betting market. We are facing a major challenge, because overtaxation compromises the activity of the sector and drives the growth of illegal sites, which already represent the vast majority of bets operating in the country.”

The provisional measure was published last Wednesday (11). The organizations plan to work together to represent legalized companies. In addition, they intend to demonstrate the risks of this tax policy for the market.

Fernando Haddad, Minister of Treasury, stated that the betting segment needs to be reassessed in Brazil. In the meantime, the entities are seeking alternatives to maintain the competitiveness of the regulated sector. The main concern is to avoid the strengthening of clandestine platforms in the national market.
