Minister Jhonatan de Jesus, from the Federal Audit Court (TCU), indicated to the Ministry of Treasury the possibility of a public tender to grant authorizations for betting operations in Brazil. The current legislation, according to the minister, does not clearly specify the authorization model, which raises debates about the need for an auction, similar to the process adopted for infrastructure concessions.

Currently, the process involves control of companies authorized by the Ministry of Finance, which, after approval, must pay a fixed fee of R$30 million and comply with established governance criteria. However, the order sent to the Ministry of Treasury, received by Panel SA on Tuesday (10), raises questions about this bidding model.

Central issues of the bidding process for betting

Minister Jhonatan de Jesus, rapporteur of the audit process on revenue generated from bookmakers, seeks clear objectives. Firstly, you want to understand and monitor the associated costs.

Furthermore, it wants to assess the impact on public health and family purchasing power. Another important focus is government measures to prevent illicit activities. These include money laundering, data theft and the participation of minors.

The minister requests clarification on the legal grounds for pre-authorization of bets and the criteria for granting authorizations. It also demands specific information about the roles and responsibilities of the government agencies involved.

For example, the Secretariat of Prizes and Bets of the Ministry of Treasury, the Special Secretariat of the Federal Revenue of Brazil and the Central Bank are cited. Furthermore, he wants to know how these entities collaborate. The objective is to prevent companies linked to organized crime from obtaining authorizations.

Jhonatan de Jesus wants to obtain detailed information. Firstly, he wants to know how many bookmakers are authorized. Furthermore, it is interested in how many have already paid the grant fees. He also wants to identify how many were denied and ultimately understand the reasons for those denials.
