The Ministry of Sports and the National Association of Games and Lotteries (ANJL) signed a cooperation agreement this Wednesday (22). The objective is to strengthen the fight against the manipulation of sports results in the country.
Furthermore, the agreement promotes responsible practices in the operation of the fixed-odds lottery system. The Minister of Sports, André Fufuca, and the president of the ANJL, Plínio Augusto Lemos Jorge, signed the agreement.
According to André Fufuca, the partnership aims to protect the integrity of the sector. “This agreement aims to consolidate a cooperation network with the main players in the regulated sector, to ensure that the growth of the betting market is aligned with ethics, transparency, and the protection of the integrity of sports competitions,” the minister stated.
Also present at the ceremony, Giovanni Rocco, National Secretary of Sports Betting and Economic Development in Sports, commented on the agreement. He said this legal instrument will enable joint development with the market.
“The signing of this cooperation agreement is very important because it allows us to engage more closely with the regulated market, with companies that want to work within the law and have the capacity to create educational campaigns, train operators, and also combat match-fixing,” he emphasized.
The partnership is being established through the National Secretariat of Sports Betting and Economic Development of Sports (Snaede). However, the partnership does not involve the transfer of financial resources and is aligned with the guidelines of the General Sports Law (Law No. 14,597/2023).
In addition to Law No. 14,790/2023 and Decree No. 12,110/2024, which gives the secretariat the power to coordinate measures to prevent match-fixing and to monitor fixed-odds betting activity in Brazil.
Execution of joint actions
The partnership agreement provides for educational campaigns on match-fixing and responsible gambling. It also provides training for operators, the exchange of methodologies and technical information, and the production of joint studies and reports.
The execution of the actions will be monitored by representatives formally appointed by representatives of the Ministry and ANJL.
The term of the cooperation agreement is 60 months. Participating in the meeting were the president of ANJL, Plínio Augusto Lemos Jorge; the director of Sports Betting Monitoring and Evaluation, acting as deputy, Emerson Melo; and the association’s legal director, Pietro Lorenzoni.
