The Legislative Assembly of Minas Gerais (ALMG) approved, last Tuesday (1), the nomination of Onésimo Diniz Moreira to lead the Lottery of the State of Minas Gerais (Lemg), known as Loteria Mineira. The Special Commission analyzed and approved the names sent by Governor Romeu Zema (Novo).
Therefore, the nomination for the Minas Gerais Lottery now goes to a final vote in the ALMG Plenary, in a single round. During the same session, the deputies also approved the names of Francisco José da Fonseca, for the Institute of Metrology and Quality (Ipem), and Luciana Lopes Nominato Braga, for the João Pinheiro Foundation (FJP).
The three nominees had participated in a hearing on May 28. The Special Committee responsible for this stage was chaired by Congressman Leonídio Bouças (PSDB). Congresswoman Ione Pinheiro (União) signed the favorable opinions after the arguments.
History of Onésimo Moreira and other nominees
Onésimo Diniz Moreira graduated in Business Administration from the Curvelo School of Administration and later graduated in Law from the Newton Paiva School. He holds a postgraduate degree in Administrative Law and Public Management from Facuvale.
He also served as a councilor in Monjolos. After that, he served as director of the Institute for the Development of the North and Northeast of Minas Gerais (Idene). Between 2022 and 2025, he advised the president of the Development Bank of Minas Gerais (BDMG).
Francisco José da Fonseca, nominated to Ipem, is an accountant graduated from UFMG and has a postgraduate degree in Financial Administration from UNA. He has experience in the financial, administrative, accounting and human resources sectors. Finally, he has worked in public and private companies, such as the city governments of Belo Horizonte, Contagem and Rio Acima. Since 2022, he has been the director of Ipem.
Luciana Lopes Nominato Braga, nominated for the FJP, holds a Master’s degree in Law from UFMG and a specialization in Public Administration from the School of Government of the João Pinheiro Foundation. A career civil servant at ALMG, she worked as a consultant in the areas of Budget, Finance and Economic Development.
She also served as deputy secretary of the State General Secretariat. She has been president of the FJP since 2024.

The Minas Gerais State Lottery (Lemg) performs strategic functions for the state government. Its main mission is to regulate, monitor and operate lottery activities within the state of Minas Gerais.
