Foz do Iguaçu hosted an important event for the gaming, betting and lottery segment in Latin America. The CIBELAE International Seminar, held between June 24 and 26, was held in partnership with Lottopar and was supported by the World Lottery Association (WLA).
Therefore, the meeting boosted Paraná’s stage in discussions on regulation, innovation and social responsibility in this sector. In addition, BiS SiGMA sponsored the panel area of the Seminar “Safe, Responsible and Sustainable Gaming in Lotteries”.
With representatives from 16 countries and nine Brazilian states, the seminar brought together regulators, operators, responsible gaming experts and service providers. The broad technical profile of the participants helped the event promote advances and unprecedented cooperation in the area.
Foz do Iguaçu: strategic and symbolic choice for the seminar
The choice of Foz do Iguaçu, located on the border between Brazil, Argentina and Paraguay, was both strategic and symbolic. According to Daniel Romanowski, CEO of Lottopar, bringing the seminar to the city reaffirms that “ Paraná is not afraid of the challenges of regional integration. On the contrary, it leads with courage, regulatory intelligence and commitment to safe gaming .”
During the seminar, Lottopar also celebrated international certifications: it obtained Level II in Responsible Gaming from the WLA and Level I in Prevention of Money Laundering from CIBELAE (Corporación Iberoamericana de Loterias y Apuestas del Estado).
With this, it became the first Brazilian lottery recognized with this certification and consolidated its prominence among public lotteries in Latin America.

In his speech, the Attorney General of Paraná, Luciano Borges, highlighted the legal security of the Paraná model and the institutional maturity of Lottopar: “Lottopar is proof that it is possible to build a public gaming policy based on legality, efficiency and a focus on protecting citizens.”
According to Daniel Romanowski, the seminar represented “the consecration of a collective work that combines technique, vision of the future and social responsibility”.
Brazil with advances and new perspectives
The seminar not only consolidated Paraná as a national model in regulation, but also rekindled confidence in the sector. Finally, the event indicated that Brazil can learn from international experiences and thus build a system that protects bettors, generates economic development and strengthens the integrity of gaming.
