Creation of Caraguatatuba municipal lottery is unanimously approved in the Chamber


The Caraguatatuba City Council unanimously approved Complementary Bill No. 10/25 during the 21st ordinary session held on Tuesday (24). The bill establishes the municipal lottery and received two important amendments before final approval.

Councilor Marcelo Pereira presented Amendment No. 01/25, which excludes fixed-odds bets from the municipal lottery. These modalities are provided for in Federal Law No. 14,790/2023.

The measure aims to protect the population against gambling addiction and prevent social and financial risks. In addition, the amendment prevents the lottery from becoming a channel for games with high potential for compulsion in the digital environment.

The second change came through Amendment No. 02/25 by Councilor Danster Fernandes. This proposal determines that changes in operational rules require a new Complementary Law.

In other words, changes in modalities, forms of commercialization or allocation of resources depend on approval by the Chamber. The measure strengthens the autonomy of the Legislative Branch and prevents modifications by decree of the Executive Branch.

Municipal lottery revenue

The creation of the municipal lottery aims to generate revenue for strategic areas of the city located on the northern coast of the state of São Paulo. The resources will be allocated mainly to health, social assistance and social security. Consequently, the initiative aims to reduce the social vulnerability of Caraguatatuba residents.

During the session, the councilors presented two projects and two congratulatory motions. In addition, more than 30 requests were filed regarding infrastructure, health, sports and social assistance.
