The Municipal Chamber of Araranguá, a city in the extreme south of Santa Catarina, approved, in an ordinary session held on the evening of this Wednesday (11), the Preliminary Bill No. 046/2025, authored by the president of the House, councilor Paulinho Souza.
The proposal provides for the creation of the Public Lottery Service in the Municipality, which may be operated directly by the Executive Branch or under a concession regime.
The preliminary draft provides that the lottery may explore any modality permitted by federal legislation, with bets available both at physical points and on digital platforms.
Furthermore, the cost of the entire operation will come from the company’s own resources collected through lottery activity, with no direct impact on public finances. The regulation and supervision of the service will be the responsibility of the Municipal Administration Department.
According to the text, the net profits generated by the lottery will be allocated primarily to assisting people with Autism Spectrum Disorder (ASD), thus ensuring that 100% of the remaining revenue is applied to this public policy.
In addition, amounts corresponding to unredeemed prizes will also be allocated to these actions. The proposal also includes strict control, security, prevention of gambling addiction and combating money laundering mechanisms.
Araranguá Lottery represents a new source of revenue for the municipality
To operate the service, interested companies must comply with a series of technical and legal requirements, such as having specific certifications, developing their own regulations and paying a concession fee to the municipality.
Therefore, it will be mandatory to create a special purpose company to manage the lottery, with independent auditing and direct supervision by the Treasury Department.
With the approval and future implementation of the service, the municipality will have a new source of revenue. In this way, councilor Paulinho Souza highlighted the social impact of the proposal.
“The idea is to create a source of income to maintain the large complex that will be built in Divinéia, in the former UCCA, aimed at serving people with autism.”
“There are already municipal lotteries in other cities, and if the mayor believes it is viable, he can turn this draft bill into law. 100% of the profits will go to people with autism and families with children with the disorder. We want to guarantee a permanent income for the city, which will allow us to offer these children the best professionals and the quality they deserve,” he said.
