The City Hall of the Tourist Resort of Olímpia took an important step in creating its official lottery. The city, located in the state of São Paulo, regulated the operation of “Olímpia + Sorte” in a decree signed by Mayor Geninho Zuliani. The document also details all operational, financial and inspection rules.
The lottery was established by Complementary Law No. 310, recently published in the Official Gazette. According to the text, its objective is to “generate non-tax revenue for investments in health, education, social assistance, culture, tourism and economic development.”
As determined by the decree, the service will be operated by a private company. The selection of this company will be made through a public tender, under a public concession.
This same operator will be responsible for developing physical and digital lottery products, as well as executing the draws and guaranteeing the payment of prizes.
The entire structure will be supervised by the Municipal Planning and Finance Department. However, the same department may enter into agreements with public bodies at other levels.
How will “Olimpia + Luck” work?
“Olímpia + Sorte” may explore all types of games provided for by federal law, including:
- Fixed-odds lottery (like sports betting);
- Prediction lottery (like Mega-Sena);
- Sports and numerical forecasts;
- Instant lottery (with immediate result);
- Passive lottery (with numbered tickets).
Each lottery product will have its own plan, including the price of bets, the value of prizes, the rules of the draw and the means of marketing. The operation of the games will be restricted to the territory of Olímpia, including in the digital environment, with mandatory certifications to ensure that bettors are in the city.
Revenue and awards
The percentage allocated to the payment of premiums (payout) varies according to the modality:
- Minimum of 65% for instant and passive;
- Minimum of 45% for variable prognoses;
- Fixed quota does not require minimum payout.
The remainder of the net revenue will be divided between the municipality and the operator. In traditional modalities, Olímpia will receive 12% for public projects and 1% for management, while the operator retains the remainder. In fixed-odds bets, the municipality will be entitled to 5% of the net revenue, in addition to the 1% management fee.
Who can bet
Only those over 18 years of age and fully capable individuals may participate in the bets. Furthermore, the concessionaire company, in addition to executing the draws and managing the service channels, will be responsible for complying with legal obligations.
Supervision and control
The City Hall will create a committee to monitor the concession, which will oversee contract execution, analyze game plans, performance indicators and access to the operator’s systems.
The operator must also report any irregularities and send data to COAF (Financial Activities Control Council) to prevent financial crimes. Failure to comply with the rules may result in administrative sanctions such as warnings, fines, temporary suspension or termination of the concession.
