A bill, presented by councilman Dila (Podemos), aims to authorize the operation of the public lottery service in the municipality of Gravataí (RS). Called Loteria Gravataí (LOG), the proposal foresees that the service will be a partnership with the state and federal governments. According to it, several types of lottery games will be regulated, in accordance with current legislation.
The operation of the service will be the responsibility of the Municipal Department of Economic Development and Tourism, and the proceeds from the Lottery will be donated to the Dom João Becker Hospital. According to the proposal, the amounts from the prizes won and not claimed will be used for social and sports projects in the municipality.
According to the proposal, the municipality will begin the process of accrediting operating companies through a public call notice. The notice will then be published in the Gravataí Electronic Official Gazette, ensuring transparency and publicity at all stages of the process.
The regulation proposed by the councilor stipulates how the values of bets and lottery products will be set. According to the project, products such as tickets and cards will be set exclusively by operating agents, following consumer protection standards.
Furthermore, in order to operate in the exploration of LOG modalities, interested companies must meet a series of legal requirements. These include documentation of tax regularity, economic qualification, and a commitment to responsible gaming practices.
Research conducted by ENAP confirmed that, between July 2023 and June 2024, Brazilians spent around R$68 million on online games. According to the research, this amount is equivalent to 0.62% of GDP. The study is used to argue for the relevance of creating the Gravataí Lottery, since once created, it should generate significant resources for local public investment.
