Mayor Sandro Mabel (UB) is evaluating the implementation of a municipal lottery in Goiânia (GO). The initiative was approved and sanctioned in 2023, but is still awaiting implementation.
Mabel stated: “We are studying the idea.” He mentioned that “several municipalities are implementing municipal lotteries” and that he wants to better understand the process before deciding.
Following a recent meeting, the mayor is considering the viability of the project and, if beneficial, plans to implement it soon.
Details about the approval of the municipal lottery law in Goiânia
Law No. 11,052, of September 29, 2023, proposed by councilor Léo José (Solidarity), provides for the creation of the lottery. In December of the same year, former mayor Rogério Cruz (Solidariedade) regulated the initiative.
However, in 2024, problems arose when Goiânia City Hall issued a notice to hire a company to operate the lottery. The Court of Auditors of the Municipalities of the State of Goiás (TCM-GO) suspended the bidding due to flaws in the notice.
Understand the suspension of the notice
The tender, scheduled for December 12th, provided for a 10-year contract with initial revenue of R$43.2 million. The selection criterion would be the highest percentage of transfer to the municipality, starting at 53.33%. Therefore, the winning company could operate sports betting and sweepstakes, physically or online.
Advisor Fabrício Motta reported that TCM-GO identified disclosure flaws in the notice, in addition to documentation problems, such as the absence of a Terms of Reference.
The funds raised by the lottery would be allocated mainly to Greater Goiânia’s transport system, with surpluses for social projects, pensions, health, education, sports, tourism, public transport and security.
Carolina Alves, president of GoiâniaPrev, highlighted the potential of resources to reduce the actuarial deficit of R$12 billion in civil servants’ pensions.
Several Brazilian cities have already implemented or have projects in progress to make municipal lotteries viable. Curitiba, for example, has been using resources to invest in technology and innovation since 2022.
