The City of Juiz de Fora, located in the Zona da Mata of Minas Gerais, recently sanctioned a law that creates a municipal lottery, marking a new initiative to increase the city’s revenue.

The project, authored by councilor Tiago Bonecão (PSD), transfers the responsibility for managing the lottery to the executive branch. Specifically, the Treasury Department will be in charge of coordinating, supervising and issuing the necessary licenses for the operation, both on physical and virtual platforms.

Objectives of the municipal lottery in Juiz de Fora

The main objective of this lottery is to raise funds to allocate them strategically for various purposes. Firstly, the resources will cover the payment of premiums, taxes and operating expenses.

Furthermore, they will allocate a significant part to financing local public policies, focusing on improving services offered to the population. They will pay special attention to the municipality’s Own Social Security Regime (RPPS) to cover projected deficits until 2050.

The municipal government has established a specific rule: premiums unclaimed within 90 days will automatically revert to the RPPS, ensuring a continuous flow of resources.

Furthermore, the Municipal Administration is committed to implementing strict controls for the operation of the service. These controls are essential to prevent fraud and ensure the protection of bettors’ personal data.

The law also provides measures to prevent gambling addiction and protect minors, ensuring that the lottery operates in a responsible manner.

Sorocaba City Council enacted municipal lottery

Recently in Sorocaba, the City Council enacted Law No. 13,126, establishing municipal lotteries with the aim of generating revenue for priority areas such as education and health.

Proposed by councilor Cláudio Sorocaba, the law allows the municipality to explore various lottery modalities, with direct management or through concessions. The City Hall will transfer the funds raised to fundamental sectors, such as social assistance, culture and urban infrastructure.

In short, this initiative is in line with the decision of the STF, which recognized the autonomy of municipalities in operating lottery services. The implementation aims to strengthen public finances and improve essential services for the local population.
