Caixa Econômica Federal published Caixa Circular No. 1,062, dated December 9, 2024, in the Official Federal Gazette (DOU) this Wednesday (11). The document provides important updates on lottery permissions, consolidating standards and procedures for managing the sector.

In other words, the changes cover definitions, selection of operators, product marketing, remuneration and operational standards.

One of the main new features is the inclusion of the Exclusive Instant Lottery (Lotex) modality, the famous scratch cards, in addition to the reformulation of the Federal Lottery. Therefore, these changes expand product options and establish new criteria for managing Lotex quotas.

Caixa changes deadlines and administrative obligations

The circular redefines the deadlines for prior defense and administrative appeals, which go from five working days to ten calendar days. A specific deadline for analysis by Caixa was also included.

Among the changes, the ban on the use of equipment in Casa Lotérica Avançada (CLA) stands out. The inclusion of new standards also covers electronic notifications in administrative processes, facilitating communication between operators and the regulatory body.

Main points of the regulation

Check out the main changes brought by Circular Caixa nº 1,062:

  • Redefinition of the Federal Lottery and inclusion of the Exclusive Instant Lottery (Lotex).
  • Expansion of the list of companies affiliated or controlled by Caixa.
  • Establishment of new criteria for remuneration and Lotex quotas.
  • Inclusion of rules on publicity of decisions to revoke permissions.
  • Exclusion of provisions relating to the installation of financial terminals in the CLA.
  • New rules on standardization and preservation of CCTV images.

Impacts for operators and the market

The new standards aim to make management more transparent and efficient, aligning operations with technological advances and market demands. Therefore, with the inclusion of modalities such as Lotex, Caixa seeks to diversify its product offering and attract new audiences.

Therefore, this reformulation also reinforces the importance of operators complying with standards. The updates to the irregularities and administrative sanctions table send a clear message about the need for compliance.

The future of lotteries in Brazil

The regulatory changes indicate an important step towards modernizing the lottery sector in Brazil. Thus, the inclusion of new modalities, such as Lotex, and greater agility in administrative processes, highlight Caixa’s commitment to innovation and efficiency.

Therefore, with these measures, the market expects a more competitive environment aligned with best international practices, benefiting both operators and consumers.
