Consórcio Aposta Vencedora stood out in the São Paulo State Lottery concession auction by offering R$600 million, an impressive premium of 130.15%. The event took place at B3, São Paulo Stock Exchange, on November 1st.
There was a dispute between the winning consortium and the SP Loterias Consortium. This is led by IGT Global Services Limited, which has its shares listed on the New York Stock Exchange.
The victory marks the beginning of new possibilities for the state lottery. Furthermore, she will be able to create her own “Mega-Sena“. The lottery may also offer online sports betting. Instant lotteries, such as the popular scratch cards, will also be available.
Details of the notice for the concession of the São Paulo state lottery
The notice determined that the consortium that presented the highest initial grant value, which had a stipulated minimum of R$260.7 million, would win. The SP Loterias Consortium offered R$526 million, however, the Aposta Vencedora Consórcio presented a higher final offer.
Therefore, the concession contract also provides for the payment of variable grants, with a projection of generating total revenues of R$3.4 billion over the concession period.
Led by SAV Participações, established in Brasília, the winning group also includes the participation of Alexandre Manoel Angelo da Silva, who previously served as Secretary of Planning, Energy and Lottery at the Ministry of Economy between 2019 and 2020.
Contract duration
The contract for the operation lasts 15 years and includes a significant investment of R$333 million. The dealership will be responsible for implementing 31 physical points of sale, in addition to more than 11,000 non-exclusive points throughout the state, allowing certain flexibility in choosing locations for installation.
The contract excludes modalities considered illegal or unregulated, such as bingo, casino, slot machines and the traditional Jogo do Bicho. Furthermore, it restricts the commitment to games defined by contract, respecting federal legislation that prohibits the participation of minors under 18 years of age.
Government projections regarding the São Paulo state lottery
The administration of Tarcísio de Freitas (Republicans) hopes to raise R$3.4 billion in grants for São Paulo over the next 15 years, all of which will be allocated to the health sector. As required by federal law, the funds obtained must be used to combat social vulnerability.
The concession includes prediction bets (specific, sports, numerical and passive) and instant bets, both in-person and virtual. In prediction bets, the bettor tries to guess drawn numbers, similar to Caixa games, such as Mega-Sena and Quina.
In sports betting, participants can predict the results of sporting events, such as football. In the instant mode, similar to the scratch card, the participant immediately finds out if they have won a prize.
According to the notice, the concessionaire is responsible for mitigating any risks inherent to the tenders, while the São Paulo Public Services Regulatory Agency (Arsesp) will have the mission of monitoring its activities.
In 2020, the STF (Supreme Federal Court) decided that the Union does not have a monopoly on the lottery service. In 2021, the Legislative Assembly of São Paulo approved the creation of the state lottery model.
The auction, initially scheduled for October 28th, was postponed due to the Supreme Court’s decision. Luiz Fux, minister of the Court, suspended an article in the Sports Betting Law that restricted advertising for lotteries exclusively to one state.
In this way, the granting of lotteries will be monitored through a series of performance indicators. This way, it will be possible to monitor the quality of the betting operation system and the telephone and chat support system.
