Bill 3723/21, approved by the Senate, seeks to regulate the distribution of Timemania lottery resources among football clubs. This project amends the Timemania Law and the Lotteries Law, proposing a new division model for the funds collected.
The proposal divides 50% of resources equally between all clubs. The other half is allocated based on the popularity of the teams, determined by the bettors’ indications on the tickets. This model maintains the current structure, established by regulation.
Another point highlighted in the project is the reopening of the Timemania membership period every two years. According to the author of the proposal, senator and former deputy Veneziano Vital do Rêgo (MDB-PB), “It must be avoided that clubs in the same division benefit and others do not.”
The Timemania lottery, managed by Caixa Econômica Federal, is an important tool for football clubs, which use their brands on betting tickets. In return, they receive 22% of the total collected. During betting, participants can indicate their favorite team, which influences the distribution of resources.
Project progress
The Sports, Finance and Taxation, and Constitution and Justice and Citizenship committees will analyze Bill 3723/21, which is being processed conclusively. To become law, the project also needs approval in the Chamber of Deputies.
