With five sports betting sites operating in a regulated manner and authorized by Lottopar and with the full commercialization of the instant lottery, Raspinha, operators accredited by the authority have intensified advertising.

From this, Lottopar, as a supervisory body, guarantees that the advertising carried out by these companies is in accordance with Ordinance No. 008/2024, published by the authority, and also with the Brazilian Code of Advertising Self-Regulation of the Brazilian National Council of Self-Regulation Advertising (Conar).

Lottopar joined Conar in July. The municipality now has new inspection mechanisms. It has an exclusive channel with Conar to file representations against companies and other bodies that do not comply with the standards and principles of responsible and safe advertising.

The municipality must ensure that advertising in the lottery sector in Paraná is responsible. In addition to being more agile, the complaints made by Lottopar with Conar also go through the entire formal process, reporting and voting by counselors to support the decision to change or suspend an advertisement.

“This is another tool that we make available to the people of Paraná to develop a responsible lottery market”, said the president of the municipality, Daniel Romanowski.

“We know the power of advertising and it needs to be executed within ethical and moral standards to spread the word that lottery games and sports betting are, above all, a new form of entertainment for the people of Paraná”, he added.

How it works

If the population believes that any advertising carried out by lottery or sports betting operators violates ethical and moral standards, the citizen can access the Conar portal. At the top of the page, there is a link that takes you to a report form.

This complaint is received by the Conar Ethics Council and, if the origin of the information is proven, the complaint goes to the second stage.

In this second phase, Conar’s board selects a rapporteur from among the more than one hundred members of the Ethics Council. The advertiser is informed of the complaint and can send a written defense.

The Ethics Council meets to examine ethical processes, and the parties involved can attend meetings and present their arguments to the counselors.

The rapporteur closes the debates and announces his opinion. They then take the issue to a vote. They communicate the decision immediately to the parties and, if applicable, to the media.

Once this process is complete and the origin of a complaint is proven, the agency will recommend changing or suspending the broadcast of the advertisement. Conar will never censor advertising, but will always seek to adapt advertising material.

Lottopar Ombudsman

In addition to Conar, to make complaints about possible irregular advertising, people from Paraná also rely on assistance from the Lottopar ombudsman.

To access this channel, simply click on the service tab, located on the Lottopar portal. Alternatively, you can go in person to the municipality’s headquarters, at Rua Marechal Deodoro, 950 – 1st floor, in the center of Curitiba. In-person service takes place from Monday to Friday, from 8:30 am to 12 pm and from 1 pm to 5:30 pm.

Responsible advertising

The ordinance published by Lottopar and Annex X of Conar contain rules to ensure that betting advertisements are responsible. Therefore, with particular attention to the need to protect children, adolescents and other people in vulnerable situations.

Advertisements should not lead to the understanding that gambling is about getting rich. Games licensed and authorized by Lottopar are entertainment and not a way to recover losses.

Therefore, advertisements cannot, explicitly or implicitly, convey misleading or unrealistic information about the probability of winning from bets. Therefore, regarding the exemption or level of risk involved, induce the understanding that participation could lead to enrichment or that it constitutes a form of investment or income.

Furthermore, to protect children and teenagers, Lottopar, now together with Conar, ensures that betting advertisements do not have children and teenagers as participants or target audiences.

To this end, all advertisements must clearly contain an “18+” symbol or a “prohibited for under 18s” warning. People who appear in the segment’s advertisements, betting, playing a significant or prominent role, must be and appear to be over 21 years of age.
