The Government of Acre, through the State Finance Secretariat (Sefaz), created a Working Group (GT) to regulate and implement the state lottery. The ordinance was signed this Tuesday (11) by secretary José Amarísio.
The formation of the GT is in accordance with the decision of the Federal Supreme Court (STF), which recognized the competence of states to explore lottery activities.
The STF decided unanimously in the Direct Actions of Unconstitutionality (ADPF 492, ADPF 493 and ADI 4,986), allowing states to manage their own systems of draws and consortiums.
José Amarísio emphasized that the creation of the GT is part of SEFAZ’s strategic planning for the period 2024-2028. The State Lottery project is essential to increase Acre’s revenue.
Tax auditor Clovis Monteiro de Gomes will coordinate the GT, which will feature the participation of experts Israel Monteiro de Souza, Lonmário Moraes do Valle, Eliana Silva Valente da Silva, Adriano Magalhães da Silva, Camila Fontinele da Silva Caruta, Gerliano Mouzinho Nunes and Itamar Magalhães da Silva.
The group’s members will have the mission of researching and defining strategies for standardizing and implementing the lottery. They will meet as called by the coordinator.
Therefore, the initial deadline to complete the work is 60 days, with the possibility of extension for another 60 days, subject to approval by the Secretary of Finance.
Distribution and collection of lotteries in Acre
This measure aims to structure the state’s lottery system, aligning itself with the new possibilities opened up by the STF decision. Thus, the state lottery promises to be a new source of revenue for Acre, contributing to local economic development.
This is because the revenue generated would help reduce the State Pension Fund deficit. In this way, the prize pool would follow the model of the federal lottery, with a fixed percentage of the total collection. The service would be managed by the private sector through public competition.
