The analysis process was started in the Legislative Assembly of Amapá for a bill that proposes the formation of the State Lottery of Amapá.
The author of the initiative is deputy R. Nelson (PL), whose proposal is based on the interpretation of the Federal Supreme Court (STF) in 2020, which established that the federal government does not hold a monopoly on lotteries.
According to the original text, Loteap would be set up as an autarchy with directors and employees designated for the responsibility of accrediting establishments, conducting the draws and managing the collection from the bets.
As stipulated in the project, half of the proceeds from the bets will be allocated to social, health and safety initiatives, benefiting, in the latter case, institutions such as the Military Police, the Fire Department and the Detran.
“The values of the prizes not claimed by the gamblers contemplated within one year will be reverted to the State Health Fund of the State of Amapá, observing the financial and budgetary programming of the state Executive Branch”, says the project.
The parliamentarian submitted a request requesting speed in voting on the proposal.
State lottery can generate important revenue for the State
The state lottery can help the state in many ways. Here are some potential benefits:
- Fundraising: Implementing a state lottery can generate an additional source of revenue for the state. The amount collected from ticket sales can be used to finance government projects and programs, such as education, health, infrastructure and culture
- Contribution to culture: Part of the money raised can be used to fund artistic projects, cultural events, historical heritage and environmental preservation
- Stimulus to the local economy: The state lottery can generate direct and indirect jobs, from the production and sale of tickets to the administration and operation of the lottery. In addition, the revenue generated can circulate in the local economy, benefiting local businesses and services.
- Combating Illegal Gambling: By offering a legal and regulated gambling option, it is possible to combat illegal gambling. This can reduce the criminal activity associated with underground gambling and ensure that resources are directed towards the welfare of the state.
Implementing a state lottery must be done responsibly, with proper regulations in place to protect players and ensure the transparency and integrity of the process.
