The Prizes and Bets Secretariat (SPA) of the Ministry of Treasury published in the Official Gazette of the Union Ordinance SPA/MF No. 1,029, dated April 15, 2026, which updates the operating rules for lottery modalities in Brazil.
The document brings a significant change to the country’s betting calendar: the authorization to hold a new annual lottery mega-event.
How the new special lottery contest will work
Until the publication of the new rule, the main regulatory forecast for a different competition with an annual theme was the Mega-Sena da Virada, traditionally alluding to the celebration of the new year.
With the changes made to the text of the old SEAE/ME Ordinance No. 8,427/2022, the agent operating the lottery system (a role historically performed by Caixa Econômica Federal) gains the official right to hold asecond special thematic contest each year.
According to the new paragraph 5 of Article 55, the commemorative date of this new draw will be the free choice of the operating agent.
The only requirement is that the new contest follows exactly the same rules and financial provisions already established in the New Year’s special Mega-Sena regulations.
Commercial flexibility and validity of new rules
The measure signed by the SPA holder, Daniele Correa Cardoso, grants greater commercial flexibility for the operator to explore the lottery market at other times of the year, creating a new window of high revenue and engagement from the betting public beyond the month of December.
The amendment to section III of Article 56 formalizes in law that the lottery calendar now has these two major annual thematic anchors.
The Ordinance came into force on the date of publication. This way, the operator can now define the theme and date of the competition for the current calendar.

Amends the Annex to SEAE/ME Ordinance No. 8,427, of October 18, 2022, which regulates the operation of lottery modalities that it specifies, and provides other measures.
THE REPLACEMENT SECRETARY OF PRIZES AND BETS OF THE MINISTRY OF FINANCE, in the use of the powers conferred on it by art. 55, item I, item “f”, of Annex I of Decree No. 11,907, of January 30, 2024, resolves:
Art. 1 The Annex to SEAE/ME Ordinance No. 8,427, of October 18, 2022, comes into force with the following changes:

§ 5 In addition to the special thematic contest referred to in the caput of this article, the operating agent may hold another special annual thematic contest, alluding to the commemorative date of their choice, in accordance with the rules set out in the previous paragraphs of this article and in compliance with the other provisions of this Regulation relating to the special annual thematic contest of the Mega-Sena.” (NR)
