The auction on the Lotesul platform will continue next Tuesday (7), starting at 2pm. The resumption occurs after the disqualification of the third company participating in the Proof of Concept (PoC).

Idea Maker Meios de Ação e Consultoria Ltda would participate in the evaluation last Monday. However, according to auctioneer Maria Julieta Grance Martines, the competitor “couldn’t even open the program”. Thus, the session was interrupted.

Why the third company failed the technical test

Previously, two other participants also did not meet the criteria required in the technical stage. LottoPro Jogo de Apostas e Gestão de Lotéricas Ltda, which operates in municipal lotteries, had already failed the technical assessment.

Furthermore, Prohards Comércio, Desenvolvimento e Serviços em Tecnologia da Informação Ltda, operating in Paraná, Maranhão, Paraíba, Tocantins and Rio de Janeiro, also did not advance.

According to the technical test script, the system needs to guarantee the safe receipt of files from operators’ electronic safes. Likewise, the document determines that the electronic safe registers and stores folders and files generated daily, with updates every hour.

How the platform works and what values are involved

The Lotesul platform will concentrate and validate all operations related to sales, user identification and payment of prizes. As well, the system will also be responsible for the transfer of variable grants and taxes.

The notice foresees the value of R$51,474,339.31, corresponding to the estimated revenue from the operation. On the other hand, the minimum transfer initially stipulated was 14.33%. Even so, during the auction held on January 23, the fourth participating company presented a proposal with a transfer of 30.99%.

When the lottery resumed in the state

After a period of 15 years out of operation, the state lottery was debated again in September 2021. At that time, a specific law on the subject was sanctioned.
