A bill that proposes the creation of a state lottery provoked a reaction among deputies in Rondônia. The text reached the Legislative Assembly late Tuesday night (24), during a session with several urgent matters.
The proposal was filed around 11pm and quickly entered the agenda, which raised questions about the time available for analysis.
During the session, Representative Delegate Rodrigo Camargo (Republicans) requested a view of the project. He argues that parliamentarians did not previously discuss the content or receive a clear presentation of the text.
Furthermore, the representative stated that the majority of members did not know the details of the proposal when it was included on the agenda.
Why the project generated questions among representatives
The request for review works as a regulatory mechanism that temporarily interrupts voting. This way, parliamentarians gain more time to evaluate the content before making any decision. With this measure, the processing of the proposal was momentarily suspended.
The proposal seeks to authorize mechanisms linked to the exploration of games or digital betting platforms under state ties. In this sense, the topic is already sparking debates in several regions of the country. The subject involves issues related to public revenue, regulation and possible social impacts.
Project foresees creation of the state lottery of Rondônia
The bill establishing the Rondônia state lottery was forwarded by the government to the Legislative Assembly. The text establishes rules to regulate the operation of lottery games in the state.
At the same time, the proposal defines that management and supervision will be the responsibility of the Delegated Public Services Regulation Agency of the State of Rondônia (Agero).
The model also allows the operation to take place directly by the State or through a concession to the private sector. On the other hand, the government maintains that the measure follows the understanding of the Federal Supreme Court (STF), which authorized states to explore lottery services.
Thus, the proposal aims to create a new source of revenue to finance public policies. With the request for review presented, the vote was postponed. Therefore, deputies will have more time to examine the complete content before a future analysis in plenary.
