Ministry of Finance updates bet collection rule for transfers to Funapol in new Ordinance

The Prizes and Bets Secretariat of the Ministry of Finance (SPA-MF) published this Friday (8) Ordinance SPA/MF No. 1,287, which establishes a new revenue code for the collection of amounts from fixed-odd bets destined for the Fund for the Equipment and Operationalization of the Federal Police’s Core Activities (Funapol).

The measure was published in the Official Gazette of the Union (DOU) and changes provisions of Ordinance SPA/MF No. 1,212/2024.

The new regulation requires betting operators to use code 5862 when making payments through the Federal Revenue Collection Document (DARF).

According to the standard, the update seeks to standardize collection procedures and expand control over resources allocated to the fund linked to the Federal Police. In this way, the text follows the changes promoted by Provisional Measure nº 1,348, of April 6, 2026.

The rules involve the destinations provided for in the caput and in item VIII of paragraph 1-A of article 30 of Law No. 13,756/2018, in addition to the changes introduced by Law No. 14,790/2023. The document is signed by the substitute secretary for Prizes and Bets at the Ministry of Finance, Fabio Augusto Macorin.

What changes for betting operators

The ordinance updates article 4 of the previous rule and officially defines the code that must appear in payments made by companies authorized to operate fixed odds bets in the country. Therefore, operators must immediately use code 5862 (PARTICIP.UNIÃO REC.LOTER.APOSTAS FIXED QUOTE) in payments directed to Funapol.

According to regulations, standardization facilitates monitoring of amounts collected and reduces errors in directing resources. At the same time, the measure organizes administrative procedures related to transfers made by operators.

Furthermore, the ordinance revokes Ordinance SPA/MF nº 784, published on March 20, 2026. Therefore, the previous determinations cease to be valid with the entry into force of the new regulation.

The text also includes a single annex with operational guidelines on collections carried out by DARF. In this sense, operating agents must follow the codes defined to ensure the correct identification of revenue destined for the National Treasury Single Account.

SPA-MF operates in the regulation and supervision of the betting market in Brazil. Therefore, the secretariat establishes operational procedures aimed at the legal compliance of authorized companies and the correct allocation of resources collected by the sector.
