New law can guarantee the transfer of lottery resources to assist sports professionals

The Sports Committee of the Chamber of Representatives took an important step by approving a proposal that creates a continuous source of funding for the category through the transfer of lottery resources.

The measure thus guarantees that part of the government revenue is directed to entities that represent and provide assistance to sportspeople.

This injection of resources aims, above all, to strengthen support for professionals, offering a safety net for those who dedicate their lives to the national sports sector.

How the new transfer of lottery resources will work in practice

The text approved by the legislative commission defines mathematical rules for dividing this money.

Under the new proposal, the National Federation of Professional Football Athletes (Fenapaf) and the Federation of Professional Athletes’ Associations (Faap) will be the biggest beneficiaries of the change in legislation.

Each of these important entities will receive an exact 0.01% share of all proceeds collected by games classified as numerical prediction lotteries.

In order for this financial transfer to be made possible in a responsible manner and without causing imbalances in public accounts, the government will make a technical adjustment to the current division of values.

The percentage currently allocated to the Ministry of Sports will undergo a small change, falling from 2.45% to 2.44%.

According to the assessment of the parliamentarians involved in the vote, this impact on the government budget is considered to be quite small and does not have the capacity to compromise the public policies already structured by the department.

The expansion of the benefited categories and the future of the bill

The document that received the commission’s approval is a substitute text presented by the rapporteur, Representative Julio Cesar Ribeiro (Republicanos-DF).

He changed the original Bill (PL 5213/2025), written by Representative Caio Vianna (PSD-RJ).

The main change made by the rapporteur was precisely to expand the scope of the initial proposal.

Now, the text does not exclusively benefit football players, but also embraces athletes from several other categories.

When justifying his changes, the rapporteur highlighted that the measure is essential to strengthen the social protection network for these workers.

According to the parliamentarian, the inclusion of these federations in the budget aims to encourage the creation of training programs, facilitate professional reintegration into the market and guarantee social assistance, providing dignity to those responsible for building the country’s sporting identity.

The project is conclusive and its next steps include mandatory analysis by the Finance and Taxation commissions, as well as Constitution and Justice and Citizenship.

To become a definitive law, the proposal will still need to be approved by the Chamber plenary by a vote in the Senate.
