The Belo Horizonte City Council may analyze, this Tuesday (14), proposals that limit online betting advertising. Bills 297/2025 and 362/2025 go to vote in the second round in the Plenary.
The two proposals deal with the same topic and have been processed together since the first round. However, councilors will vote on the texts separately in this final stage.
PL 297/2025, authored by Pedro Rousseff (PT), establishes restrictions on advertising for bets. The proposal also includes a ban on advertisements related to betting involving election results.
PL 362/2025, presented by Wagner Ferreira (Rede) and other parliamentarians, expands the restrictions. The text prohibits any type of online betting advertising in the municipality.
The session is scheduled for 2:30 pm, in the Amintas de Barros Plenary. The public can follow in person or via digital transmission.
What changes with restrictions on betting advertising
PL 297/2025 determines limits on the dissemination of online bets in different spaces. Furthermore, the text prohibits the sponsorship of sporting, cultural, civic and educational events by companies in the sector.
The proposal also prohibits indirect promotional actions on social networks. Another relevant point includes the prohibition of pre-installation of betting applications on electronic devices.
On the other hand, the project makes exceptions for lotteries and draws carried out by public bodies or companies authorized by federal legislation.
Pedro Rousseff defends the measure as a social protection action. “In front of a public school, for example, there does not have to be a bet advertisement (…) It is our duty as representatives of the people of BH to solve problems that are sensitive to our population”, stated the author of the proposal.
Project expands prohibition and affects commercial strategies
PL 362/2025 adopts a more comprehensive approach. The text prohibits any form of online betting advertising in Belo Horizonte.
Furthermore, the proposal prohibits promotional strategies such as distributing gifts, coupons and holding raffles. It also prevents events, championships and other actions that encourage access to platforms.
The project also prohibits the installation of totems or equipment in commercial establishments that allow betting. Likewise, it prevents the association of betting brands with municipal events and public spaces.
Wagner Ferreira states that the debate has gained relevance in recent months. “In BH, we can create a perhaps unprecedented mechanism and an example for all capitals and even for the National Congress, which has been omitted, preventing this discussion, while several Brazilians have suffered losses”, said Wagner Ferreira.
To move forward, each proposal needs the favorable vote of the majority of councilors, that is, at least 21 votes.
How the project on animal hoarders works
In addition to the proposals on betting, councilors are also analyzing PL 336/2025, by Osvaldo Lopes (Pode). The text creates the Municipal Policy for Attention to Animal Hoarders.
The initiative seeks to identify, monitor and treat cases of compulsive hoarding. To this end, it articulates actions between health, social assistance, environment and animal protection.
The project provides a humanized approach, educational campaigns and professional training. It also includes practical measures, such as psychological care, castration efforts and referral for adoption.
Proposal includes amendments and needs a majority for approval
During processing, the project received two substitute amendments in the second round. Amendment 1, by the author himself, expands the policy structure.
The text provides for the creation of an intersectoral committee to coordinate actions. However, it does not generate new expenses or change the administrative structure.

Both amendments received a favorable opinion in the thematic committees. Just like the projects on bets, the text needs 21 votes to proceed to sanction or veto by the Executive.
