The Official Gazette of the Union published, this Friday (13), Ordinance SPA/MF No. 408, of February 12, 2026, from the Ministry of Treasury, through the Prizes and Bets Secretariat. The act establishes the Regulatory Agenda for the biennium 2026/2027 of the Prizes and Bets Secretariat.
The regulation defines the establishment of the agenda in the form of an annex, without prejudice to specific or supplementary regulations and regulations issued by other federal bodies within their respective areas of competence. The text also establishes objectives for regulatory policy and sets the date for its entry into force.
What does the ordinance establish regarding the 2026/2027 Regulatory Agenda
Ministry of Treasury Ordinance SPA/MF No. 408 establishes the Regulatory Agenda for 2026/2027 of the Prizes and Betting Secretariat of the Ministry of Treasury, as per the annex to the ordinance itself.
Furthermore, the text maintains the possibility of specific or supplementary regulations being issued by the competent technical areas, as well as regulations from other federal public bodies, when the subject involves their own legal and institutional responsibilities.
The regulation also defines the objectives of the regulatory policy of the Prizes and Betting Secretariat. Among these objectives, the act indicates the establishment of priority regulatory actions, the strengthening of legal certainty, predictability and efficiency in the regulatory process, and the creation of a stable, up-to-date, transparent and attractive regulatory environment for sustainable investment.
Furthermore, the ordinance stipulates that the Secretariat of Prizes and Betting of the Ministry of Finance should prioritize the topics included in the 2026/2027 Biennial Agenda in the planning and execution of the responsibilities conferred by articles 55 to 58 of Annex I of Decree No. 11,907 of 2024. Finally, the text establishes that it will come into effect on the date of its publication.

Establishes the Regulatory Agenda for the 2026/2027 biennium of the Prizes and Betting Secretariat of the Ministry of Treasury.
The Acting Secretary of Prizes and Betting of the Ministry of Treasury, in the exercise of the powers conferred upon her by Article 55, item I, subparagraph “d”, of Annex I of Decree No. 11,907, of January 30, 2024, and considering the provisions of Law No. 13,756, of December 12, 2018, Law No. 14,790, of December 29, 2023, and Article 29 of Decree No. 12,002, of April 22, 2024, resolves:
Article 1. The Regulatory Agenda for the biennium 2026/2027 of the Secretariat of Prizes and Betting of the Ministry of Treasury is hereby established, as set forth in the Annex to this Ordinance, without prejudice to the issuance of specific or supplementary regulations deemed necessary by the competent technical areas, and to regulations issued by other federal public bodies relating to matters within their legal and institutional competences.
Article 2. The Regulatory Policy of the Prizes and Betting Secretariat has the following objectives:
I – to establish the regulatory actions considered a priority;
II – to provide legal certainty, predictability and efficiency to the regulatory process; and
III – To provide a stable, up-to-date, transparent, and attractive regulatory environment for sustainable investment.
Article 3 The Prizes and Betting Secretariat of the Ministry of Treasury shall consider as priorities the topics contained in the Regulatory Agenda for the biennium 2026/2027 when planning and executing the duties conferred by articles 55 to 58 of Annex I of Decree No. 11,907 of 2024.
Article 4. This Ordinance shall enter into force on the date of its publication.
