Government raises R$9.3 million from bets in April, highest amount in 2025


The Federal Government recorded in April the highest monthly collection of betting inspection fees in 2025. The amount reached R$9.3 million in the period. In the first four months of the year, the total amount reached approximately R$30.5 million.

The data was released by the Metrópoles portal this Sunday (15). The April result represents a 36% growth compared to January, when the collection was R$ 6.8 million. The values ​​for May and June have not yet been released.

The figures presented correspond exclusively to inspection fees. They do not include the total taxes collected from betting companies. Check out the monthly values ​​for 2025:

  • January – R$ 6.8 million;
  • February – R$ 7.1 million;
  • March – R$ 7.3 million;
  • April – R$ 9.3 million.

Betting regulation

The betting law received presidential sanction in December 2023, this approval occurred after processing in the National Congress. Throughout 2024, the Ministry of Finance defined specific rules for the sector in Brazil, thus, each company paid a concession of R$ 30 million to operate for five years.

Operators must meet several legal requirements. These include implementing measures against fraud and money laundering. In addition, they must comply with restrictions on abusive advertising.

Senate supports increased taxation of betting

The Senate leadership board met on June 12 to analyze the Provisional Measure (MP) from the Ministry of Treasury. The measure seeks to increase revenue as an alternative to the IOF (Tax on Financial Transactions).

Leaders consulted by Poder360 showed receptiveness to the proposals. Among them, the increase in the taxation of sports betting houses. They also support the increase in the CSLL (Social Contribution on Net Income) rate for fintechs.

The bill raised the rate for betting from 12% to 18%, a measure that the government defends as a regulatory measure to discourage excessive growth in the sector. This position has the support of congressmen, who agree with the need for control.

Regulated sector contests tax increase

Complementing the regulatory actions, the economic team also began to classify the advertising of irregular bets as an infraction. However, the regulated betting sector repudiated the tax increase only six months after the specific legislation came into effect.

The segment claims that this tax increase threatens the financial sustainability of legal companies, as well as stimulates the irregular market. Regularized brands are expected to generate more than R$4 billion in taxes during 2025. Betting associations argue that this amount represents a significant contribution to the national treasury.
