Congressman Marcos Tavares, from the PDT of Rio de Janeiro, proposes another way of using resources from the collection of sportsbooks.
The proposal is to create the National Fund for the Prevention and Social Reparation of the Impacts of Electronic Betting (FUNPRAE). The fund’s purpose would be to prevent and treat the impact of online betting.
Filed in the Chamber at the end of April, the bill proposes that the National Fund for the Prevention and Social Reparation of the Impacts of Electronic Betting receive resources from the exploration of sports betting and online gaming.
In addition to treating people with gambling disorder, a disease known as gambling addiction, the project wants the money from the fund to also be used to defend the well-being of domestic and wild animals, strengthen public safety and crime prevention, and protect and promote the rights of the elderly.
Part of the fund’s revenue would come from revenue collected from online betting companies and fines applied to illegal gambling.
Tavares, however, proposes that most of the resources be used for the protection and well-being of domestic and wild animals. Also according to the project, the resources can also be transferred to states and municipalities.
As well as for civil society organizations or universities, through agreements, funding terms or other legal instruments defined in regulations.
Sportsbooks would finance FUNPRAE
FUNPRAE would consist of the following sources of revenue:
I – 2% (two percent) of the monthly gross revenue of companies that operate fixed-odds betting, as regulated by Law No. 14,790, of December 29, 2023, or the rule that replaces it;
II – Administrative fines applied to betting operators for legal or regulatory violations;
III – Donations, legacies and other voluntary contributions from individuals or legal entities;
IV – Resources from agreements, conduct adjustment terms (TAC) or judicial agreements signed with the gaming sector;
V – Interest on financial investments made with the Fund’s resources.
