The vote on the project, which deals with restrictions on advertising by sportsbooks, is scheduled for today, Wednesday (21). In addition to this, other projects are also on the agenda of the Senate Sports Committee.
One of them is the bill that restricts the times at which these advertisements can be broadcast (PL 2,985/2023). The original text, by Senator Styvenson Valentim (PSDB-RN), intended to prohibit any communication action that promoted the sports betting lottery.
However, Senator Carlos Portinho (PL-RJ) suggested that advertisements be broadcast between 10pm and 6am on radio and television. Despite this, he maintains the ban on the internet and other spaces in his report.
Another proposal on the agenda for voting, from Senator Eduardo Girão (Novo-CE), prohibits the participation of celebrities in advertising bets on sporting events (PL 3,405/2023). The rapporteur, Sérgio Petecão (PSD-AC), decided to include referees and former referees among the personalities who will not be able to promote sportsbooks.
If approved by the Sports Committee (CEsp), the matters will be analyzed by the Communication and Digital Law Committee (CCDD). The final decision will be made there.
Senator suggests directing revenue to sportsbooks
Still in the Senate, the chairman of the Bets CPI, Senator Dr. Hiran (PP-PR), presented two bills on Monday (19). They aim, on the one hand, to restrict the supply of online games and, on the other, to expand the public service network for people with gambling-related disorders.
Bill No. 2,362/2025 proposes a ban on the presence of games on online betting platforms. It is worth noting that these platforms currently operate under the legal protection of fixed-odds betting, approved and regulated by the Federal Government.
Bill No. 2,365/2025 determines that part of the revenue from these bets will go towards the creation and expansion of specialized outpatient clinics in the Unified Health System (SUS).
According to Dr. Hiran, the proposal meets the principles of the Psychosocial Care Network (RAPS), seeking to offer qualified, humanized and territorialized care for people with gambling addiction.
“The measure aims to combat stigma, guarantee access to care and promote prevention, treatment and psychosocial rehabilitation actions,” explained the senator.
