New York State Legislature OKs $8 Billion Casino Project

The New York State Legislature has approved legislation that would allow billionaire Steve Cohen, owner of the New York Mets, to develop an $8 billion project on nearly 50 acres in the area known as Metropolitan Park. The approval came with a landslide vote of 138 to 7, marking a significant step forward for Cohen’s New York casino proposal.

Therefore, Congresswoman Larinda Hooks, author of the legislation, highlighted: “This is the opportunity to bring real investment to our local economy, with the bold vision of transforming 20 hectares of asphalt into an entity that generates real benefits”.

Metropolitan Park project details and Senate resistance

Cohen initially unveiled the project in 2023, in collaboration with Hard Rock International Inc., promising to transform Willets Point into a hospitality and entertainment hub with a casino, hotel and new green space.

However, state Senator Jessica Ramos, who represents the project area, remains resistant to the plan. She has expressed concerns about transparency and the impact on local communities.


Ramos said: “I will not introduce legislation to alienate green space in Corona for the purpose of a casino.” However, she admitted to the New York Post: “I don’t know if I have the power to block that legislation.”

Proposal beyond a casino in New York

Because the area is designated as a park, a specific permit is required for redevelopment. Cohen and Hard Rock are seeking one of three permits in and around New York City, with an application deadline of June 27.

Cohen’s project includes a casino, hotel, convention center, and 25 acres of public parkland, promising 23,000 jobs.

Karl Rickett, spokesman, commented: “The overwhelming approval by the Assembly brings us one step closer to delivering 25 acres of public park space and 23,000 jobs, new entertainment options and more than $1 billion in community benefits to Queens.”

Finally, a plan for 450 affordable housing units near the site was announced, aiming to improve the chances of approval.
