On Wednesday (12), starting at 10:30 am, the Senate Sports Committee (CEsp) will hold a meeting to analyze the bill that prohibits advertisements for fixed-odds betting services, known as bets (PL 2,985/2023).

The author of the project, Senator Styvenson Valentim (PSDB-RN) stated that the Legislature needs to intervene in view of the economic power accumulated by these companies.

The senator highlights that “the proposal is justified in view of the sudden change in the profile of gamblers, which is now made up mostly of young people, who have at their fingertips, with just one click, the possibility of placing bets without any barrier to impulsive behavior”.

Restrictions on betting advertisements

The rapporteur of the proposal, Senator Carlos Portinho (PL-RJ), presented amendments that include several restrictions on advertising. Among them is the prohibition of advertisements at specific times on television and radio.

It also proposes banning advertising through printed or electronic media, including the internet. In addition, the project prohibits the participation of athletes, artists, influencers and authorities in this type of advertising.

In the report, Portinho warned that “rampant advertising in this sector leads the audience to believe that, with a stroke of luck, they will achieve financial independence.”

CEsp will forward the proposal to the Communication and Digital Law Commission (CCDD), which is responsible for the final decision on the matter.

Deputy Carlos Portinho added that “reality has demonstrated the even more pronounced impoverishment of the most economically vulnerable segments of the population”.

Before the vote, the election for the position of vice president of CEsp for the 2025-2026 biennium will take place. Senator Chico Rodrigues (PSB-RR) is the favorite to take on the position.

Therefore, the discussion on restrictions on sports betting advertising will gain prominence in the legislative scenario. The project seeks to balance economic interests with the protection of young and vulnerable audiences.
