The National Congress has established three parliamentary fronts dedicated to addressing issues related to betting, gambling and eSports. Doctor Luizinho (PP-RJ) will preside over the Joint Parliamentary Front for Responsible Gambling, which also has Senator Ciro Nogueira (PP-PI) as vice-president. In addition, the group is composed of 202 deputies and four senators.
The front’s Bylaws state: “The entity aims to act in a coordinated and non-partisan manner, promoting the standardization, discipline and supervision of the lawful activity of gambling and lotteries in Brazil.” Thus, the objective is to promote legal, regulated and responsible gambling.
Betting, combating gambling addiction and protecting children and adolescents
While the Parliamentary Front to Combat Gambling Addiction and Protect Children and Adolescents is led by Congressman Helio Lopes (PL-RJ). This front, composed mostly of evangelical congressmen and those opposed to legal gambling, seeks to hinder betting and gambling operations in the Chamber of Deputies.
The request to create the front cites, for example, negative reports on sports betting and questionable studies by institutions such as Itaú, Instituto Alana and Sociedade Brasileira de Varejo e Consumo (SBVC).
In addition, Helio Lopes presented PL 567/2025, which proposes security measures, identity verification and prevention of money laundering in online gambling.
According to the parliamentarian, “identity verification and betting limits prevent excessive gambling, while two-step authentication makes it difficult for malicious agents to act.”
He also advocates the implementation of self-exclusion mechanisms so that players can set limits on their use of the platforms. However, this service is already being developed by the Prizes and Betting Secretariat.
Electronic games and gambling
Finally, the Parliamentary Front in favor of Electronic Games and Gambling is chaired by Colonel Chrisóstomo (PL-RO). With the support of 198 deputies, the group aims to support the development of the electronic games sector, especially in the competitive eSports modality.
These parliamentary fronts demonstrate the growing attention of the Legislative Branch to the social, economic and regulatory impacts of the gambling and betting sector in Brazil.
