In 2024, the iGaming, sports betting and online casino gaming sector in the US has undergone several legislative processes. Because, with the market expanding, numerous legislative initiatives were filed in different states to expand the regulation and economic benefits of the growing sector.

Indiana: new push for iGaming

Indiana, one of the first states to regulate sports betting after the repeal of PASPA (Professional and Amateur Sports Protection Act), closed 2024 as the eighth to surpass $20 billion in parlay bets, generating more than $1.75 billion in revenue .

But the legalization of online casino gaming still faces challenges. After a moratorium caused by a scandal with former deputy Sean Eberhart, discussions were resumed.

Representative Ethan Manning introduced House Bill 1432, which includes authorization for up to three online brands per operator. Proposed rates range between 22% and 30%, depending on revenue, and include an upfront fee of $500,000.

Massachusetts: proposals lined up for the gaming sector

In the state of Massachusetts, two iGaming bills were introduced by Representative Daniel Cahill and Senator Paul R. Feeney. Both propose a 20% tax on adjusted gross income and an initial temporary license fee of $1 million. After that period, licenses would cost $5 million for five years.

The bills also provide for progressive promotional deductions through 2027, gradually reducing benefits starting in 2028. Meanwhile, Senator John Keenan proposes a significant increase in the tax on sports betting, from 20% to 51%.

Virginia: pause for assessment

State Senator Mamie Locke introduced bill SB 827 to legalize online casino gaming in Virginia. However, she requested the hearing be postponed to carry out further research and reformulate the proposal until 2026.

The idea aligns the adjusted gross revenue tax with current sports betting rates in the state. A highlight of the bill is the requirement that operators have experience in at least three states to qualify for a license.

New York: Addabbo insists on iGaming

New York, the largest sports betting market in the US, saw Senator Joseph Addabbo try to legalize iGaming again. Thus, the proposal includes a tax of 30.5% on gross revenue, double New Jersey’s rate, aiming to take advantage of the larger population and generate around US$1.5 billion in annual revenue for the state.

Connecticut: Sports Betting Adjustments

In Connecticut, sports betting is operated by FanDuel, DraftKings and Fanatics, in partnership with local tribes and the state lottery. Then, the state recorded a 28% increase in gross revenue in 2024, totaling $224.1 million.

Rep. Tony Scott has proposed five bills to improve the market, including allowing betting on local college sports teams and improving transparency and bettors’ rights.

Therefore, the expansion of iGaming in the United States is in full swing, with states looking for ways to regulate and profit from the sector. Legislative discussions show the potential for growth and the challenges involved in implementing balanced and effective policies.
