On January 17, 2025, the Sorocaba City Council announced the promulgation of Law No. 13,126, which establishes the municipality’s public lottery service. Councilor Cláudio Sorocaba (PSD) proposed this legislation, published in the Jornal do Município, marking an innovative step for the city.
According to councilor Cláudio Sorocaba, “the objective is to create a new source of revenue destined for priority areas of public service”.
The new law allows the municipality to explore various lottery modalities, as already provided for by federal legislation. Therefore, the Executive Branch has the authority to manage this service, whether directly or indirectly, through concessions, permissions or authorizations. This flexibility ensures that the city can adapt its lottery operations according to local needs and market potential.
One of the most significant aspects of this law is the allocation of the resources collected. The municipality will apply the net revenue generated by lotteries primarily in fundamental sectors such as education, health, social assistance, culture, leisure, sport and urban infrastructure.
Cláudio Sorocaba, when defending the new legislation, highlighted that “the initiative is in line with the decision of the Federal Supreme Court (STF)”, which in 2020 recognized the autonomy of states and municipalities to operate lottery services, as long as they are within legal limits established.
Enactment of the lottery law in Sorocaba
The president of the City Council, councilor Luis Santos (Republicans), was responsible for enacting the law. The act occurred in accordance with § 8 of Art. 46 of the Organic Law of the Municipality and § 4 of Art. 176 of Resolution No. 322, of September 18, 2007, which addresses the Chamber’s Internal Regulations.
This action reinforces the Chamber’s commitment to enabling projects that bring direct benefits to the citizens of Sorocaba. In addition to representing an advance in resource generation, the implementation of municipal lotteries signals an innovative strategy to strengthen public finances.
With the efficient application of resources, it is expected to significantly improve critical areas of public administration, directly benefiting the population.
